Speaking Before the City Commission. There is a three (3) minutes time limit
for each speaker on each item, except a person representing an organization
and presenting its views during a quasi-judicial hearing will be allowed five (5)
minutes, and a person speaking under Citizen Participation will also be allowed
five (5) minutes. Your cooperation is appreciated in observing the time limit
policy. Each person desiring to address the City Commission on an agenda item
pending before the City Commission must, before addressing the City
Commission, legibly complete a citizen's input form and submit the form to the
City Clerk or designee.
Pledge of Civility. A resolution was adopted by the City Commission of the City
of Sanford recognizing the importance of civility, decency, decorum and
respectful behavior in promoting citizen participation in a democratic government.
The City of Sanford calls upon the elected officials, employees, and the public to

6) CONSENT AGENDA: The action proposed to be taken is stated for each
item on the Consent Agenda. Unless the item is removed from the
Consent Agenda by a City Commission member, no discussion on
individual items will occur and a single motion will approve all items.

A. Approve the mechanical bar screen repair at the North Water
Reclamation Facility by Parkson Corporation in the amount of
$68,673.
B. Approve the special event permit with street closures, a noise
permit and an alcohol permit for the 'Sanford Food Truck Bazaar' to
be held on the third Saturday of every month in 2015.
C. Approve the special event permit, street closures, a noise permit
and an alcohol permit for the 7th Annual Jim Payne Corporate 5K
for the Kids' event to be held on Saturday, November 7, 2015.
D. Approve the staff proposed implementation of the City's Wayfinding
Program and the allocation of funds and actions as proposed. (WS-
4.A)
7) PUBLIC HEARINGS: The purpose of a Public Hearing is to receive input
regarding the item being considered. Public Hearings are not intended to
be a time for the public to obtain information about the subject matter of

A. Second reading of Ordinance No. 4338, to adopt the 2015
International Property Maintenance Code (IPMC). Ad published

A. Approve Resolution No. 2521, authorizing the lease with US
Bancorp for the lease-purchase of public safety police vehicles.

B. Authorize the Police Department to expend $535,235 of
budgeted FY 2015 Capital funding for the purchase of 18 police
vehicles by piggybacking the State and/or Florida Sheriffs Office
contract pricing.

C. Approve Resolution No. 2523, amending the budget in an amount
not to exceed $992,180; award the bid for the Goldsboro Trailhead
Project to Ovation Construction and authorize the City Manager to
administer the use of the contingency funding. [Commission Memo

D. Approve Resolution No. 2524, delegating authority to the City
Manager to apply for grants for the benefit of the City without
agendizing the applications for action by the City Commission.
Acceptance of grants and implementing agreements is retained by

E. Approve Resolution No. 2525, establishing the Mayor's Youth

12) CITIZEN PARTICIPATION. Each speaker is allotted five minutes to speak
and may present additional written material. If you have a matter you

elected official. This Citizen Participation is for the City Commission to
receive citizen input and comments pertaining to matters over which the
City Commission has jurisdiction or control. Questions directed to the City
Commission may be referred to City staff to be answered within a
reasonable period of time following the meeting.

12) CITIZEN PARTICIPATION:
Bob Segal asked the Commission to look at finding a way that would allow for
outside signs at the Sanford Memorial Stadium. He said that many people are not aware of the
events that go on at the stadium. City Attorney Colbert said that he will work with Mr. Bonaparte
regarding the sign ordinance.

REGULAR MEETING
Mayor Triplett announced that he will be a driver in the upcoming Fireball Run
event. He asked for the Commission's support, as it is an event that will promote the City. There
is an entry fee of $10,500 which will come from the Economic Development budget
(promotions). He will also raise funds from private donors.
