Approve the Final Plat for the Marketplace at Seminole Towne Center at 1400 Rinehart Road. Mr. VonHerbulis moved to approve the Final Plat per staff s recommendation with an additional requirement that staff ensures there are cross access easements between all lots. Ms. Dennison seconded. All in favor. Motion carried. Approve the Final Plat for the Retreat at Twin Lakes at 2200 Oregon Avenue. Mr. VonHerbulis moved to approve the Final Plat per staff s recommendation. Consider the Site Plan for Zen Warehouse, a proposed 25,112 square foot OfficelWarehouse building at 501 Gordon Street; Drazen Real Estate Investments, Inc., owner, Jack Reynolds - American Civil Engineering, representative. Mr. VonHerbulis moved to approve the Site Plan per staff s recommendation. Mr. Huber seconded. All in favor. Motion carried. PUBLIC HEARINGS. Consider a Small Scale Comprehensive Plan Amendment to change the Future Land Use map designation HIPTI, High Intensity Planned Development Target Industry (Seminole County) and HI, High Intensity (City of Sanford) at 1301 Rinehart Road to WIC, Westside Industry and Commerce (City of Sanford) for Falcon Development; Blind Mice, LLC, owner, Scott Hunt, Community Planner - Miller, Sellen, Conner and Walsh, representative. Torn Ball was present to address the driveway access on Rinehart Road. John Saggio -Remax Realty, adjacent owner's representative, was present to ask if the city or developer could consider some type of cross access easement to allow them a closer utility connection to the property northeast of this project. Mr, Yosefian moved to approve the Small Scale Comprehensive Plan Amendment per staff s recommendation. Mr, Kutz seconded. All in favor, Motion carried. Consider a Planned Development Rezone for Falcon Development at 1301 Rinehart Road; Blind Mice, LLC, owner, Scott Hunt, Community Planner - Miller, Sellen, Conner and Walsh, representative. Mr. VonHerbulis moved to approve the Rezone per staff s recommendation, with the exception that the two driveways with turn lanes, as shown on the plan presented, will be allowed on Rinehart as long as there is approval from Seminole County Mr. Kutz seconded. After discussion Mr. VonHerbulis amended his motion to include having staff work with the developer to see if having a utility easement along the side property line would be feasible. All in favor. Amended Motion carried. Torn Ball was present to state that previous outdoor storage approvals were granted with the stipulation that the storage did not exceed the height of the wall. Those present to speak against were Keith Lunn, Laura Porter, Renee Finnegan, Connie Baugher-Forg, Maxine Long and Alex Nicolate. Their concerns were traffic, health and safety issues for those attending Page School. A petition from Page School (parents and faculty) was submitted into evidence. Mr. Green moved to approve the Conditional Use per staff s recommendation. Ms. Dennison seconded. Mr V onHerbuli s abstained, all others in favor. Motion carried STAFF REPORTS. None. COMMISSIONERS REPORTS, Mr, Kutz stated that the traffic signal near WalMart has received all approvals and permits but is on hold until WalMart submits the funds for the project. Ms. Dennison stated that she is still waiting on the traffic signal at Northstar Industrial Park on W_ V Street. CITIZEN PARTICIPATION. Connie Baugher -Forg stated that she felt it is a conflict of interest when there is a board member sitting on the board wearing a company shirt when they are representing a case before the board for that company, There being no further business, the meeting adjourned at 9:36 P.M.
