Hipes moved to approve the Minutes of the October 3, 2002 Workshop and Regular ular Meeting. Mr. VonHerbulis seconded. All in favor. Motion carried. PUBLIC HEARINGS Hold a Public Nearing to consider a Conditional Use request to establish a Church at 10- 2 12 Sanford Avenue in a SC-3, Special Commercial Zoning District. Representatives Carolyn Walker and Harlin Walker, 3493 Oak Knoll Point, Lake Mary, FL 32746, were present. They informed the board that the church is a stmt -up church and should have approximately 20 members. Most are in within walking distance so it should not cause traffic problem. There are two floors with small offices upstairs and a larger space downstairs. DEVELOPMENT PLANS Consider the Preliminary Subdivision Plan for Cedar Hill, a 112 lot single family residential subdivision at 2300 Decottes Avenue. Representative Rick Lbinsly, Consulting Engineering Service, 108 Essex Drive, Longwood Florida 32779 was present and gave a brief presentation. Mr. Y sefian moved to approve per staff's recommendations. Ms. Dennison seconded. All in favor. Motion carried. Consider the Site Plan for the Murphy Oil LISA, Inc, gasoline service station at the proposed Wal -Mart Supercenter located at 1601 Rinehart Road Representatives Julie W. Holmes and ,T rod Hoel enb rry, I iml y -Lorne and Associates, Inc., 6012 1 s ' Street, Suite 400, Vero Beach, Florida 32960, were present and gave a brief presentation. The board asked questions regarding lighting and if the new v sign code would preclude then from having signae on the canopy. Staff stated that the signge is on the canopy because at the time of PIS rezone, this site was not accorded a freestanding sign. Their signage is limited and the lease parcel is set far back from the road. Mr. Hipes moved to approve per staff's recommendations. Mr. Y sefian seconded. All in favor. Motion carried. Consider the Site Plan for the Incubator Building 4515, a proposed 13,500 square foot Office/Warehouse building located at the Orlando Sanford International Airport Commerce Parr at 2800 Mellon ille Avenue. Representative Diane Crews, V.P. Administration - Orlando Sanford International Airport, 1 Red Cleveland Boulevard, Suite 200, Sanford, Florida., was present. She gave a small explanation as to what an incubator building does, which is: helps to "incubate" or grog small businesses. There are three at the marina that are very successful. line bays proposed at 1 5,000, however it is flex - space, and can be tailored according to the needs of a given business. There are requirements as to which buildings would be allowed to operate based on employees and size. PLANNING & ZONING COMMISIS 1 MINUTES — MEETING F OCTOBER 17, 2002 PAGE Na. v nH rhulis asked about the 2" oak tree that sits on the lot if it could be saved and asked if staff could try and work with them to save it. Staff stated that at a previous meeting with Kevin Sp lsk1, he tried to save the two trees on site but said it did not seem possible to save the 2" oak but he did design the site to save the " oak on site. However, staff will do what they can to work with the applicant in attempting to save the tree. Mr. VnnHer ulis moved to approve per staff s recommendations. Ms. Dennison seconded. All in favor. CITIZEN PARTICIPA'T'ION No Citizen Participation STAFF RE PORTS Staff noted that the City Commission on Monday approved the revisions t Schedule (October 1, 2002) and a copy of the new Schedule E was provided to the Planning and Zoning Commissioners. Also, a brief overview of some of the major changes was reported. COMMISSIONERS REPORTS Mr. V nHerbulls noted the recent activity that has been taking place at The Barn (1200 French Avenue). 'There was general discussion regarding the activities that are taking place without staff approval. Staff has met with representatives from the Barn and advised them that the activity has not been approved for the site. Mr. Yosefian questioned the status of a new restaurant on SR Gassey's west of J' . FI was informed that it is not in the City limits, it is unincorporated Seminole County. There were questions about the E-mail they received from Antonia regarding Schedule I. The next step in the process is public hearing and it will be at a future Planning and Zoning Commission Meeting. There were some general comments regarding Schedule K.
