The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, June 8, 2015, at 4:00 PM, in the Railroad Depot Room, 2 "d Floor,
City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Triplett called the meeting to order at 4:10 PM.
1. Presentation of the revised Lake Monroe Waterfront Downtown Sanford CRA
Plan. [Commission Memo 15 -093] (RM 7.F)
John Jones of Littlejohn Engineering gave a powerpoint presentation
regarding the extension of the Community Redevelopment Agency (CRA) through 2025.
This will be action item on tonight's regular agenda.
2. Update on activities of the Community Development Block Grant (CDBG) and
the Neighborhood Stabilization Program (NSP).
Senior Project Manager Andrew Thomas gave a powerpoint presentation
reviewing the activities of both the CDBG and NSP programs.
3. Community Development Block Grant (CDBG) Allocations and Funding
Priorities for Program Year 2015. [Commission Memo 15 -101]

Senior Project Manager Andrew Thomas distributed and reviewed a
handout of the proposed activities and funding level for Program Year 2015 FY (October
1, 2015 — September 30, 2016). The US Department of Housing and Urban Development
(HUD) has allocated $401,817 in CDBG funding for the City of Sanford. This also
includes administrative funds. Mr. Thomas explained that this information must allow for
public input. There was a consensus among the Commission to forward this information
for publication. Once that is complete, it will be brought back to the Commission for final
action.
4. Presentation of the Police Department Quarterly Report.
Police Chief Cecil Smith gave a powerpoint presentation of the Police
Department's quarterly report to the Commission. He stated that the report date is
January 2015 through May 2015. Commissioner Woodruff asked Chief Smith if the
department is still following the Nuisance Ordinance for locations that have a high
number of calls. Chief Smith explained that there are approximately 15 locations that
have repeat calls and the department is working with the locations to try and bring the
numbers down. He said with regards to Nuisance Abatement, they haven't used it in over
a year. Mayor Triplett asked Chief Smith to provide the Commission with the list of
locations that have the highest calls.
Vice Mayor Williams said that it is her personal opinion that the
Ordinance. She suggested that the Commission re -visit the Ordinance. Mr. Bonaparte

said that staff will work with the Police Department, Code Enforcement and the City
Attorney on amending the Ordinance and will bring it back for the Commission to
review.
5. Regular Meeting items — Additional Information
A. Corrected CRA Values; Overpayment to the CRA ($274,500)

Finance Director Cynthia Lindsay stated that the Seminole County
Property Appraiser notified the City that there was a scrivener's error when the CRA
boundaries were re- drawn. As a result, the City and County overpaid. Therefore, the City
has two options: (1). Require return of City tax revenues to the City totaling $274,500, or
(2). Commence the budget amendment processes in order to appropriate $274,500 in City
revenues to the CRA for expenditure in particular ways and on particular projects
constituting a public benefit to the City. There was a consensus among the Commission
to discuss this at the July 13, 2415 Work Session.
B. Sale of Hardy Avenue Property. [Commission Memo 15 -099] (RM 8.17)
Deputy City Manager Tom George said that the City has been offered
$1,430,000 for the sale of this property from Heavy Highway Infrastructure (HHI).
Mayor Triplett asked if the City is able to sell the property without going through the
Request for Proposal (RFP) process and Mr. George said that he believes so. However,

the City Attorney said that he will research it. This will be an action item on tonight's
agenda.
6. Briefing Items
Mr. Bonaparte quickly reviewed several other items that are on tonight's
Regular Meeting agenda.
• Item 8.0 is a request to replace all bricks in Veteran's Memorial
Park. The amount being requested provides for maintenance and a
warranty.
• Item 8.G was originally continued to tonight's meeting however, it
is not ready for action at this time.
• Item 7.B - the applicant has asked for the item to be withdrawn.
Lastly, Mr. Bonaparte said that a member of the Firefighter's Pension
Board has resigned. City Clerk Cynthia Porter asked the Commission how they would
like to proceed with the applicants and interviews. There was a consensus among the
Commission to proceed with accepting applications and conduct interviews at the August
10, 2015 Work Session.
7. City Manager Comments
Mr. Bonaparte said that on June 22, 2015 the item pertaining to the Police
and Fire Impact Fees will be up for discussion. Also happening in the area:

• Habitat for Humanity has started the construction of a house
located on I lch Street and is expected to be completed in one week.
• The City is working with University of Central Florida in
identifying the needs of some of our local distressed areas.
• As of June 1, 2015 Hurricane Season began.
• June 10, 2015 — Executive Session Meeting begins at 4:00 PM and
the June 11, 2015 Special Work Session has been cancelled.
There being no further business, the meeting was adjourned at 6:15 PM.
