The first item on the Agenda was to hold a Public blearing to consider a request for a Planned Development Rezone for property located at 3941 W. 15t Street, from Agricultural to Planned Development. pment. John Herbert, 207 N. Moss Road, Minter Springs, and Craig J has n, 1255 Belle Ave., winter Springs, were present. Mr. Herbert stated that they concur with Staffs reeornnendations and that they would adhere to the SR 46 landscaping re quirements. There will be min or repairs done on -site. Mr. Johnson expla.ned that the cars would be shown on an appointment basis only. Two vehicles will be displayed out front on removable ramps with an elevation of ' setback 25'. Mr. Johnson stated that they s ere in imports and will store as many ears on the rear of the property as he can afford along with approximately 80 vehicles inside. Mr. Yo efian moved to approve. Seconded by Mr. Yalerino. Mr. Hipes wanted to make sure that there would be no outdoor repair, screening on skies, and a htnitation of vehicles on the rear of the property included in the development order. All in favor. Motion carried. The next item was to hold a Public Hearing to consider al request for a Conditional Use for property located at 2292 W. Airport Blvd. in a RI-1, Restricted Industrial Zoning District, for the purpose an above ground tank. He stated that he has just opened up a pool clean'mg service and would like to put in a 1,000 gallon tank with containment in the rear of the property in order to hold the bleach that they use �n servicing residential and commercial, pools. John Smothers, 3655 I ollen Old L ane, Apopka, was also p resen t. He stated that the tan is a polythylene, thick fiberglass, single- walled tank, with containment. The contain' ment tank will hold everything that may s pill out of the tank. There is a secondary c ontain nt tank that is used when filling the jugs, should anything spilL Mr. Skat questioned a roof and stated that one would be important if the rain should get into the containment and create a spillage. 11rIr. Yo se stated that he thin the containment and the tank have some type of p ro tection wilt in to prevent water from getting *in. Staff will check on this. obin Meeks, 7 Aztec Court, Orlando, asked what the contaunment is goi r ng to be. She stated that she has no ob)ections as long as it is contained. llrlr. Gibson stated that the containment would have a plastic or rein force d cement coated with epoxy. It will be a waterproof containment system and will b e able to hold the chlorine or bleach at a capacity able to contain the entire contents of the tank. M r. Robert moved for approval per Staffs recommendations 1, 2 and 3 Seconded by Mr. Hues. Staff is to tak a l oo k at the roof issue. AR in favor. Motion carried. Next on the Agenda was to hold a Public Heating to consider a request for a Conditional Use for property located at 919 Sanford Avenue in a GC-2 Zoning District for the purpose of a single fail dwelling. g Cynthia Hanidton- Smith, 417 E. ' Street, Sanford, was present. She stated that Golden Rule is a non - profit organizadon that helps low income families and individuals to become first tiiae homeowners. This property is owned by Goldenrule. Mr. Gibson stated that the reason Staff is recommending that no curb cut be placed on Sanford Avenue is dine to the close proxirrity that this driveway would be to 1 o Street. It is safety issue. Where are two alternatives with regards to having a driveway access. One is from l o' Street, and the second is from the alley on the east side of the property. Mr. Skat requested that Staff work with them on the driveway. Mr. 1 moved to approve per Staff s recommendations. Seconded by Ms. Dennison. All favor. Motion carn'ed. Next o the Agenda was the consideration of the Site Plan for The Retreat to Twin Lakes, Phase 2, a proposed 432 unit apartment community located at 2200 Oregon Avenue. Jessica Lucyshyn, Burkett Engineering, 250 N. Orange Avenue, Orlando, was p resent. This was orally approved as part of the Arbor Lakes P. The traffic study was considered as part of that P MINUTES PLANNING AND ZONING COMMISSION MEETING OF MARCH 1 , tool PAGE which specifically address the multi- family component of that PIS, which also included the single family subdivision that bordered to the north of Kaywood. Ms. Lucyshyn stated that this was originally approved as 432 units, and now it is at 404 units There will be a 6 gall along the entire property line to buffer single family from multi -fans ly and a 3 ' landscaped buffer on the south property line. Mr. Robert moved for approval per all of Staffs recommendations. Seconded by Mr. Yosefi n. All in favor. Motion carded. Mr. Slut requested that Staff check on the semi parked out front at the gas company that was approved on Sanford Avenue, the junk cars being stored at McConnell Towing, and the p rldng on the empty lot at Diamond Glass.
