MINUTES PLANNING AND ZONING COMMISSION MEETING OF FEBRUARY 17, 2000 7:00 P.M. CITY COMMISSION CHAMBERS CITY HALL, SANFORD, FLORIDA MEMBERS PRESENT: Carol Dennison Otto Garrett Michael Skat Kevin Hipes Ross Robert James Valerino Andrew Kutz MEMBERS ABSENT: Bobby VonHerbulis- excused Timothy Hudson OTHERS PRESENT: Jay Marder Russ Gibson Marion Anderson Mr. Valerino called the meeting to order at 7:00 P.M. The first item on the Agenda was to hold a Public Hearing to consider a request for a Conditional Use for property located at 2190 Oregon Avenue in an Agricultural zoning District for a proposed elementary school site. Dianne Kramer, Executive Director of Facilities, Seminole County Public Schools, 400 E. Lake Mary Blvd., was present. She stated that the property is at the corner of Oregon and Huey. The School Board has this property under contract for purchase. It is to serve the northwest cluster which is one of the largest attendance zones, which is currently being served by Idyllwilde, Wilson and Wicklow Elementary. This school will help relieve overcrowded conditions. She asked that the Conditional Use be considered now because they are in a tight timefrarne. The School Board would like to open this school in August of 2001, which means construction would have to be started this Summer. Ms. Kramer stated that this will be a two -story brick school. Lowe Avenue will be used as an entrance for the bus route and they will also provide a new entrance to Derby Park. They are meeting with other developers in the area regarding off -site improvements that will be necessary. The school will have the capacity to serve approximately 800 students. Seconded by Mr. Hipes. All in favor. Motion carried. The next item on the Agenda was to consider a request for a Conditional Use for property located at 1100 French Avenue in a GC -2, General Commercial Zoning District, to re -use a non- conforming property for. a proposed residential care facility. Due to lack of representation, Mr. Skat moved to table until the March 2, 2000 meeting. Seconded by Mr. Robert. All in favor. Motion carried. Mr. Skat moved to approve the Minutes as circulated.
