The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, June 22, 2015, at 4:00 PM, in the Railroad Depot Room, Second
Floor, Sanford City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Triplett called the Work Session to order at 4:07 PM.
1. Presentation of PRMG's 2015 Water and Wastewater Financial Forecast
[Commission Memo 15 -112]
Henry Thomas, Public Resources Management Group, Inc. (PRMG), gave
a powerpoint presentation and reviewed the Technical Memorandum regarding the Fiscal
Year 2015 Financial Forecast Update which summarizes the results of the forecast
including assumptions, analysis, conclusions and recommendations. The report
recommends continuing the annual rate indexing based on the Consumer Price Index
(CPI). It is projected that all required financial obligations and targets based on
projections and assumption will be met and fulfilled. [Commissioner Jones arrived during
this presentation.]

2. Regular Meeting Items — additional information
A. Impact Fee Ordinance [Commission Memo 15 -108] (RM -7.G)
Deputy City Manager Tom George reviewed this item which was
discussed at length by the Commission. Mayor Triplett said that he would like to put this
item on the July agenda because he wants to talk to developers he knows to learn what
the true impact will be on them and to explain to them the changes the ordinance brings.
There was no objection of the Commission to continue this item to the July 13 meeting.
B. Youth Work Experience Program Worksite Renewal Agreement

Human Resources and Risk Management Director Fred Fosson briefly
reviewed this item which will be considered at tonight's Regular Meeting.
C. Agreement with Central Florida Regional Development Board

Community Improvement Director Darrel Presley reviewed this item
which will be considered at tonight's Regular Meeting. [Commissioner Mahany arrived
during this review.]
E. 2015 Seminole County /City of Sanford Joint Planning Agreement
[Commission Memo 15 -113] (RM 8.C)
Planning & Development Services Director Russ Gibson reviewed this
item and recommended that the Commission table consideration of this item to allow
Staff additional time to meet with Seminole County Staff and interested stakeholders.
City Manager Bonaparte asked each member of the Commission to go through the JPA
and get with Mr. Gibson regarding their concerns. Time will be set aside to further
discuss this item at the first Work Session in August.
F. Regarding Public Hearing Item TE, the first reading of Ordinance No.
4343 to rezone property at 2601 Celery Avenue, Ken McIntosh provided a letter earlier
today stating that the Celery Avenue Vision Group is satisfied that the adoption of the
Ordinance advances the best interest of the City and owners.
3. Briefing Items
• Management Partners Report
City Manager Bonaparte distributed to the Commission a memorandum
regarding implementation of various recommendations of the Management Partners
Report, and asked how the Commission wants to discuss the items. The memo

referenced numbered items in the Report: 10, Convey or transfer the Sanford Museum
and its collections to a nonprofit organization; 11, Sell the Mayfair Golf Club; 22, Create
a City Manager's Economic Development Advisory Board; 30, Create a rental housing
inspection program; 33, Create a Building Preservation Licensing Program; 34, Partner
with local financial institutions to promote reverse mortgages as appropriate; 35,
Implement a Point of Sale Inspection Program; and 36, Implement a Homesteading
Program to encourage infill development.
The Commission agreed that all of the items need to be reviewed and to
specifically discuss items 10 and 11 at a future Work Session.
• Sign Ordinance
City Attorney Colbert distributed to the Commission a memorandum
regarding Schedule K, Sign Regulations, City Land Development Regulations. He asked
the Commission for feedback and input about issues or questions as it relates to the sign
ordinance. Before the political season gets going there needs to be a revamped sign code
in real detail.
4. City Manager Comments
Mr. Bonaparte reminded the Commission of their Special Work Session with
Dr. Bertram scheduled for this Thursday from 4 -6 PM.
Commissioner Mahany said that a few months ago the Commission had
discussion about when to hold elections, whether in August or November. There needs to

be further discussion because she needs to know so she can plan.
Mayor Triplett said the Commission needs to discuss a policy regarding
marijuana outlets. There needs to be something in place by the end of the year. City
Attorney Colbert said that he signed off on a memo that the Commission will soon
receive regarding a brief summary of directions the City can take to begin their
discussion on this item.
Commissioner Woodruff said that the reader board sign on Park Drive is
hard to read and may have reached the end of its life. Mayor Triplett said that if it is not
reading properly that the reader portion can be shut down. Mr. Bonaparte said that he
will take care of that.
There being no further business, the meeting was adjourned at 6:01 PM.
