Speaking Before the City Commission. There is a three (3) minutes time limit
for each speaker on each item, except a person representing an organization

minutes, and a person speaking under Citizen Participation will also be allowed
five (5) minutes. Your cooperation is appreciated in observing the time limit
policy. Each person desiring to address the City Commission on an agenda item
pending before the City Commission must, before addressing the City
Commission, legibly complete a citizen's input form and submit the form to the
City Clerk or designee.
Pledge of Civility. A resolution was adopted by the City Commission of the City
of Sanford recognizing the importance of civility, decency, decorum and
respectful behavior in promoting citizen participation in a democratic government.

Mr. Bonaparte reminded everyone that the July 4th event is next weekend.

Andy Forrest asked for the status of the property tax on Marina Isle. Mr.
Bonaparte said that a letter was sent to Mr. Cerasoli and he responded that he will pay the taxes
by July 15.
Al Vargas said that his Rhythm on the Lake Festival special event approved
earlier tonight will be held on Saturday only, not both Saturday and Sunday as was listed on the
agenda.

Your responsibilities under the law when faced with voting on a measure in which you have a conflict of interest will vary greatly depending

INSTRUCTIONS FOR COMPLIANCE WITH SECTION 112.3143, FLORIDA STATUTES
A person holding elective or appointive county, municipal, or other local public office MUST ABSTAIN from voting on a measure which
would inure to his or her special private gain or loss. Each elected or appointed local officer also MUST ABSTAIN from knowingly voting on
a measure which would inure to the special gain or loss of a principal (other than a government agency) by whom he or she is retained

relative; or to the special private gain or loss of a business associate. Commissioners of community redevelopment agencies (CRAs) under
Sec. 163.356 or 163.357, F.S., and officers of independent special tax districts elected on a one -acre, one -vote basis are not prohibited
from voting in that capacity.
For purposes of this law, a "relative" includes only the officer's father, mother, son, daughter, husband, wife, brother, sister, father -in -law,
mother -in -law, son -in -law, and daughter -in -law. A "business associate" means any person or entity engaged in or carrying on a business
enterprise with the officer as a partner, joint venturer, coowner of property, or corporate shareholder (where the shares of the corporation
are not listed on any national or regional stock exchange).

Thelma Mike asked what the extent of the Marina Isle lease is. Commissioner
Woodruff said the lease started off as a 99 year lease. It expires in 2070. Ms. Mike said that is a
long time to lease a property that is so valuable to the City.
13) CITY COMMISSIONER'S REPORTS.
Commissioner Woodruff asked if the Commission was willing to release
$13,781.25 which is the second payment to CPH for doing the Hopper construction plans.

Commissioner Mahany said that she was appointed to the Central Florida
Commission on Homelessness and has since been appointed to their Executive Committee. The
tempo of their meetings is unsustainable and she is having difficulty attending all of the
meetings. The bylaws were rewritten to allow for alternate members. She asked if Andrew
Thomas could be appointed as her alternate on the Commission on Homelessness.
Mr. Bonaparte said that he met with Mr. Thomas this afternoon to discuss the
appointment. It will be an extension of his job, and he will continue to handle his daily
obligations and responsibilities. It is important to have City of Sanford representation at the
table.
