SPECIAL JOINT WORK SESSION
The City Commission of the City of Sanford, Florida, met in Special Joint Work
Session with the Sanford Community Redevelopment Agency on Monday, July 13, 2015, at 4:00
PM, in the Railroad Depot Room, 2 "d Floor, Sanford City Hall, 300 North Park Avenue, Sanford,
Florida.

Mayor Triplett called the meeting to order at 4:05 PM.
1. Discussion re: City Commission's oversight, interaction and approval level with the
NZAA
Acting City Manager Tom George gave thanks to everyone involved in the
success of the CRA extension. He said that the CRA is a separate entity from the City
Commission. The Commission reviews the CRA's annual work plan and budget. CRA projects
involving City property will require agreements between the CRA and the City Commission.

Mayor Triplett said that the Event Center is the largest project in the downtown
area and they should discuss moving forward with it. Mayor Triplett asked Chairman Davis what
the CRA Board sees as priority projects. Mr. Davis said that they would like to finish up a few
streetscapes but that the number one topic is the Event Center. He said that they would like
direction from the Commission. Mayor Triplett said that the CRA extension really gives the City
an opportunity to do something great downtown.
Commissioner Mahany said that the City should utilize the waterfront to the best
ability. She would like to see the old civic center tarn down. An event center with all of the
modern conveniences is needed. Commissioner Woodruff suggested that the Commission meet
with Frank Cerasoli, owner and developer of Marina Isle and see if he would entertain a
discussion on some type of deal or swap of the Marina Isle and Civic Center properties. Perhaps
there is a way to benefit each party. Mayor Triplett said that he would be happy to talk to Mr.
Cerasoli.
John Jones of Littlejohn Engineering suggested that the CRA Board stay focused
on the implementation of the catalyst site development which is the area between Seminole
Boulevard and 1St Street and between Sanford Avenue and Hood Avenue. The goal is to spur
growth in the City. He suggested that they can continue working on the budgeting process and
discussing future projects, however, he does not recommend taking any action at this time.
3. Discussion re: Corrected CRA Values; Overpayment to CRA ($274,500)

Commissioner Woodruff said that he would like to see the CRA return the
overpayment to the City. After further discussion, there was a general consensus that the CRA
pay back the City $55,000 per year over a five year period. This is an action item on tonight's
agenda.
There being no further business, the meeting was adjourned at\5:22 PM.
