Present: Mayor Jeff Triplett Commissioner Art Woodruff Commissioner Randy Jones Commissioner Patty Mahany Acting City Manager Tom George City Attorney William L. Colbert City Clerk Cynthia Porter Deputy City Clerk Traci Houchin Absent: Vice Mayor Velma Williams City Manager Norton N. Bonaparte, Jr. Mayor Triplett called the meeting to order at 5:28 PM. 1. Presentation of City Financial Report — 2nd Quarter Ended March 31, 2015. [Commission Memo 15 -117] This item was postponed until the August 10, 2015 Work Session. 2. Discussion re: Public Safety Complex Debt [Commission Memo 15 -118] After a brief discussion, it was determined that this item will be continued at the August 10, 2015 Work Session. 3. Regular Meeting Items — additional information A. Impact Fee Ordinance [Commission Memo 15 -119] (RM 7.C) Tony Hairston, Senior Manager of Raftelis Financial Consultants, Inc., reviewed the updated Impact Fee Ordinance that includes the Commission's request for combining the CITY COMMISSION MINUTES JULY 13, 2015 WORK SESSION quality and high - turnover restaurant categories into a restaurant -non fast food category using the quality restaurant rates. This is an action item on tonight's agenda. B. Memo of Understanding (MOU) with Barry University [Commission Memo 15- 116.E] Alejandro Hernandez of Barry University distributed a handout and discussed the educational opportunity that the MOU will provide for City and local government employees. This will be an action item on tonight's agenda. C. Tentative Millage Rate and Public Hearing Date for the Truth -in- Millage (TRIM) Process [Commission Memo 15 -120] (RM 8.A) Commissioner Woodruff said that five years ago he advocated for a millage increase in order for the City to accomplish the things that were needed. After looking at some historical data, he learned that the City used that increase to fund Reserves, which is currently at 30 %. It is not right to ask the taxpayers to support an increase this time when it wasn't used properly the last time. He suggested that the City take $1.2 million from the Reserves, as this is the amount that the millage increase would bring. Mayor Triplett said that many other cities have built a Reserve Fund, whereas, Sanford sort of forced 30% into the fund, therefore, he is open to reducing it.
