City Manager Comments 6:15 — 6:20 PM CITY COMMISSION MINUTES AUGUST 249 2015 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, August 24, 2015, at 5:30 PM, in the City Commission Chambers, Sanford City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Velma Williams Commissioner Art Woodruff Commissioner Randy Jones Commissioner Patty Mahany (present @ 5:51 PM) City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Cynthia Porter Deputy City Clerk Traci Houchin, CMC Mayor Triplett called the meeting to order at 5:32 PM. 1. Update on the SHA by Vivian Bryant, OHA CEO Orlando Housing Authority President and CEO Vivian Bryant distributed and presented a PowerPoint Presentation of the Sanford Housing Authority dated August 2015. The presentation covered the relationship history between the Orlando Housing Authority (OHA) and the Sanford Housing Authority (SHA); Section 8 Housing Choice Vouchers; Public Housing versus Section 8 Housing and the HUD Choice Neighborhoods Planning Grant. 2. Discussion regarding next steps to assist residents affected by the noise produced at the SunRail Maintenance Yard. Mr. Bonaparte said that it appears as if no relief is in sight for the neighborhood dealing with the noise from the SunRail maintenance yard. All communication that the City has received continues to say that they (FDOT) are working on it. CITY COMMISSION MINUTES AUGUST 249 2015 WORK SESSION Commissioner Mahany said that it is time to ask Congressman Mica to get involved. Mayor Triplett said that he would like to talk with the Governor. He also informed the Commission that he will be meeting with Congresswoman Brown soon and will speak with her on this. Vice Mayor Williams suggested that the Mayor inform everyone that he speaks to that the City wants the maintenance yard relocated. There was a consensus among the Commission for the Mayor to move forward with any and all discussions. 3. Discussion regarding September 2nd Seminole County Legislative Delegation Mr. Bonaparte included information in the agenda packet for anyone interested in attending. 4. Regular Meeting Items — additional information Mayor Triplett said that he would like to pull Consent Item 6.13 from tonight's agenda for further discussion. After a brief discussion, there was a consensus among the Commission to have further discussion at tonight's meeting when the applicant is present. 5. Briefing Items. Mr. Bonaparte said that State Representative Jason Brodeur will provide a legislative update at the next Regular Meeting. The City's Insurance Rating has changed from a Class 4 to a Class 3 which should result in lower insurance premiums for our residents. Signs will be installed along Seminole Boulevard to identify City Hall; City Hall parking lot will be re- paved; and the Civic Center is getting a new roof.
