(Rcgul ar Iten-r #7.13) [Commission Menlo 08-033] Tim Stillings, Kinney Horn Project Manager, reviewed the Report. There was a consensus of the Commission that this item be brought back for the next tneeting to allow more time to review the Report - 2) Florida Colleg:ate Summer League - 2008 Sanford River Rats Season presentation. [Commission Memo 08-030] Carol Whiting, Florida Collegiate Summer League, distributed a t7cAder containing information and gave a power point presentation regarding the 2008 Sanford River Rats season- She also presented a Military All Star poster to the City - 3) Water ""Cl Wastewater Kate Study Report - presentation. [Coninzission Memo 08-034] Tony I lairston, Public Resources Management Group, Inc., distributed the Draft City of Sant -rd Executive Summarydated January 31, 2008 and Aave a power point presentation regarding the City of Sanford Water and Wastewater Rate Study, dated February 11, 200S UtilityDirector Paul Moore said that the plan is to conte back with a resolution in March with rates to increase after April 1, 4) Roseland Park Strect Lighting_ [Commission Memo 08-038] Roseland Park is in unincorporated Seminole County and participates in a Seminole County special assessrment district for street lighting- Over the last several years thirteen parcels have annexed into the City and continue to receive the benefit cfthe street lighting but are no longer assessed for the street lighting, therefore the cost to the renzaininA property owners has increased. The Commission agreed that the City should assun-te responsibility for the electric cost for nine (9) street lights which are most nearly aligned with the annexed parcels on Burrows Lane, 2"`i Dtive, and 3"r Drive- The approximate annual cost is 5507 which will be absorbed within the Public Works bud Act. 5) AAencla Iten's - additional and/or questions - Sanford Aii-port Authority President Larry Dale and I{elly Leary, Director of Govenimcntal Services for MCDirrnit Davis Financial Services, presented the Sanford Airport Authority's annual audit for the years ended Septetmber 30, 2007 and 20061 "rhe Mayor asked Ms. Aciay to agendize the airport's future quarterly t3nancial reports - Ms. Aday distributed revised charts for LIMF-XP (Consent 6-2,k). Cotmmissioncr Bridges made reference to Ms. Aday's nzemorandutm dated February 7, 2008, regarding the Welcome Center being out ofcompliance with the tenors of its funding agreement with the City. 'I -he memo reads that the City MINUTES 20 WORK SESSION FEBRUARY 11, 2008 City Commission, Sanford, Florida E00514441DW continues to pursue compliance with the Welcome Center, however, the City Commission may want to consider its options to declare the Welcome Center officially in default of its contract and discontinue all funding. Commissioner Bridges said that he met with Welcome Center President Steve Richards who advised that by February 27, the Commission will receive a full accounting of all funds, records, deposits, budget, and everything the City expects. At this point in time the City has not funded what it agreed to fund because of the default in compliance with the overall agreement. Commissioner Bridges expressed that Ithe City should continue to withhold funding until the Welcome Center is in compliance; there was no objection by the Commission. A 6) End the meeting.
