City Manager Comments 6:00 — 6:05 PIVI CITY COMMISSION MINUTES SEPTEMBER 14, 2015 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, September 14, 2015, at 4:00 PM, in the City Commission Chambers, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Velma Williams Commissioner Art Woodruff Commissioner Randy Jones (arrived at 4:50 PM) City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Cynthia Porter Deputy City Clerk Traci Houchin, CMC Absent: Commissioner Patty Mahany Mayor Triplett called the meeting to order at 4:20 PM. 1. Integrity Golf Company Inc. [Commission Memo 15 -162] Integrity Golf requested to postpone their presentation until a later date. 2. Discussion re: Tax Abatement Ordinance This item was postponed until the September 28, 2015 Work Session. 3. Regular Meeting Items — additional information A. First reading of Ordinance No. 4352, Landmark Sign at the Barn [Commission Memo 15 -155] (RM 8.C) Historic Preservation Officer Christine Dalton said that the Historic Preservation Board recommends that the City Commission approve this Ordinance. This is an action item tonight's agenda. B. 2015 Joint Planning Agreement (JPA) [Commission Memo 15 -156] (RM 9.A) CITY COMMISSION MINUTES SEPTEMBER 149 2015 WORK SESSION City Manager Bonaparte stated that this item was presented to the Commission several months ago. At that time, the Commission had concerns with some of the conditions. Since that time, Commissioner Woodruff has worked with the City's planning staff and Seminole County staff to resolve some of those concerns. Commissioner Woodruff now feels that the agreement is acceptable. This is an action item on tonight's agenda. C. Resolution No. 2549, Adopt -A -Road Program [Commission Memo 15 -156] (RM 9.C) Public Works Director Bilal Iftikhar briefly reviewed this item and displayed a sample of the sign that would go along with the program. This is an action item on tonight's agenda. D. Resolution No. 2550, Community Rating System (CRS) [Commission Memo 15- 159] (RM 9.1)) Planning & Development Services Director Russ Gibson said that the City has been working with FEMA for many years. The City has been a National Flood Insurance participant in good standing since 1980, and seeks to improve its flood resilience by participating in the CRS. Upon approval of this item, residents may see lower rates on flood insurance as early as May 2016. This is an action item on tonight's agenda. Mr. Gibson distributed a revision to Ordinance No. 4348, the Comprehensive Plan Amendment for 3401 Cameron Avenue (Item 8 -1.A), and explained that a scrivener's error was discovered. The wording `small scale' has been stricken from the Ordinance. This is an action item on tonight's agenda. CITY COMMISSION MINUTES SEPTEMBER 149 2015 WORK SESSION E. Resolution No. 2551, Creating a Public Art Commission [Commission Memo 15 -160] (RM 9.E) Historic Preservation Officer Christine Dalton recommended that the Commission approve a resolution that would allow for the creation of a Public Art Commission. This is an action item on tonight's agenda. F. Sanford Historic Trust's Donation of Place name Street Sign Toppers [Commission Memo 15 -161] (RM9.F) The Sanford Historic Trust requested to pull this item from the agenda. 4. Board Interviews [Commission Memo 15 -150] The Commission interviewed the following Board applicants: Rosemary Aldridge; Howard Brenner; Dr. Benita Tillman Brown; Robert Cortes; Hannibal A. Duncan; Charles Davis; Samuel Duncan; Albert Gibbons; Charlene Greene; Jody Hill; Mike Taylor and Tony Williams.
