Briefing Items 5:50 — 5:55 PM CITY COMMISSION MINUTES SEPTEMBER 28, 2015 WORK SESSION City Manager Comments 5:55 — 6:00 PM CITY COMMISSION MINUTES SEPTEMBER 289 2015 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, September 28, 2015, at 4:00 PM, in the Rail Road Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Vice Mayor Velma Williams Commissioner Art Woodruff Commissioner Randy Jones Commissioner Patty Mahany (present @ 4:18 PM) Acting City Manager Tom George City Attorney William L. Colbert City Clerk Cynthia Porter Deputy City Clerk Traci Houchin, CMC Absent: Mayor Jeff Triplett City Manager Norton N. Bonaparte, Jr. Vice Mayor Williams called the meeting to order at 4:08 PM. 1. Presentation by Integrity Golf Company Inc. [Commission Memo 15 -170] Gene Garrote, President, Integrity Golf Company, LLC, gave a power point presentation, distributed a handout on the happenings at the golf course and complimentary copies of Integrity Golf magazine. 2. Discussion re: Proposed Tax Abatement Ordinance Acting City Manager Tom George reviewed the proposed tax abatement ordinance. He said that if the Commission is interested in moving forward with this, it must be done by a referendum, therefore, all documentation will need to be submitted to the Supervisor of Elections in December. Mr. George asked the Commission to review the information and submit any ideas or suggestions to staff within the next week and staff will prepare a more specific ordinance for review at the October 12, 2015 Work Session. CITY COMMISSION MINUTES SEPTEMBER 2$, 2015 WORK SESSION 3. Presentation of City Financial report — 3`d Quarter Ended June 30, 2015 This item was postponed until the October 12, 2015 Work Session. 4. Discussion re: Request from the Sanford Housing Authority (SHA) Vivian Bryant, President and CEO of the SHA said that it is time to look for funding in order to rebuild and redevelop Sanford's Housing Authority properties. Ms. Bryant introduced William Grindl and Jane Dickson with Tag Associates, Inc., financial advisors for the SHA, and asked that they explain the process on how tax credits can work as equity and how the application process is handled. Ms. Dickson said that the SHA Tax Credit application is due on October 15, 2015 along with a local government contribution (pledge) of $50,000. If the application is not selected, the money will not be used. However, if the application is approved, the City is responsible for the $50,000. The tax credits would have a value of $1,510,000 over a 10 year period for the redevelopment of the former SHA locations. She said that they need financing before they can move forward with conceptual planning. This will be an action item added to tonight's agenda. 5. Regular Meeting Items — additional information A. Discussion re: Economic Development Commercial Loan Subsidy Program [Commission Memo 15 -172] (RM 9.C) Mr. George provided a little background and history on the Commercial Loan Subsidy Program. At this time, there are two businesses that are trying to secure loans and are having a difficult time in doing so due to the Ordinance that regulates this program. The current Ordinance states that the City will hold first position when a business is securing the loan. The CITY COMMISSION MINUTES SEPTEMBER 28, 2015 WORK SESSION bank is stating that it needs to be in first position in order to provide the loan. The City has three options: amend the Ordinance; repeal the Ordinance or take no action. There was a consensus among the Commission to continue this item to the October 12, 2015; action will be taken tonight 6. Briefing Items 7. City Manager Comments Mr. George distributed and reviewed a handout that was proposed by Commissioner Woodruff pertaining to a revised .3 versus .5 millage rate. Commissioner Woodruff wants to further discuss the funding for the federal lobbyist at the next Work Session. Commissioner Mahany said that there are three mini CDBG $10,000 grants that are available for local senior centers. The timeframe to apply is October 5 -23; there is a mandatory meeting on October 13`x' at the Reflections Plaza for all applicants. The City and Westside are eligible and encouraged to apply. Mr. George reported that the Mayfair lawsuit is final. There being no further business, the meeting was adjourned at 5:23 PM. Attest: City Clerk th
