July 9, 1998 PLANNING AND ZONING COMMSSION MEETING OF JULY 91) 1995 7:00 P.M. CITY COMMISSION CHAMBERS CITY HALL, SANFORD, FLORIDA MEMBERS PRESENT: Andrew Kutz Ottwomett Mike ±Skat Jim Valerino Ross Robert Kevin. Hipes Tim Hudson MEMBERS ABSENT: Mac McClanahan- excused Bobby VonHerbulis- excused OTHERS PRESENT: Jay Marder, Director of Planning and Development Marion Anderson, Recording Secretary The meeting was called to order at 7:00 P.M. by Mr. Valerino. The first item on the Agenda was to hold a Public Hearing to consider a request for a Conditional Use for property located at 3551 W. 1' Street to establish an office/warehouse within a GC-2, General Commercial Zoning District. Tax Parcel No: 26- 19- 30 -5AE -1600 -0000. Mr. Tom Ball, 213 Shady Oak Circle, Lake Mary, apologized for being late. He stated that he is purchasing the property and will have it developed. A site plan has been submitted and the conditional use is needed for the building that will be constructed. Mike WCardle, 140 E. Frederick Ave., Lake Mary, was present and in favor of the request. He noted that there is a power line constructed in an easement but the easement was never recorded. He stated that this is being corrected. Mr. Skat moved on approval based on Stalfs recommendations. Seconded by Mr. Robert. All in favor. Motion carried. Next on the Agenda was the consideration of a Site Plan for a proposed 30,240 square foot officelwarehouse building located at 3551 W. 1s Street. Tax Parcel No: 26-19-30-5AE-1600- 0000. Mr. Marder stated that there was a question regarding the base building line setback that is on SR 46. A Dimensional Variance request is being processed regarding this setback. Mr. Ball will be in next month with a revised Site Plan and a Dimensional Variance request. Mr. Robert moved to table until the August 6 meeting. Seconded by Mr. Skat. All in favor. Motion carried. Mr. Marder reported on the Comprehensive Plan Program Status Report and Adoption Schedule. He stated that the Commission has seen the Evaluation and Appraisal Report but not the many Future Land Use Plan Map changes. These changes evolve around annexations. Even though a property becomes apart of the City limits through the voluntary annexation process, the property is not included automatically in our Comprehensive Plan. This can only happen when we amend the Comprehensive Plan. Until the property becomes formally included in our Plan, it is actually MINUTES PLANNING AND ZONING COMMISSION MEETING OF JULY 91) 1998 PA CIF 2 included in the County's Plan. The Future Land Use Plan Map as well as changes in the Evaluation and Appraisal Report will be given to the Comimssion for the August 6' meeting. It was decided to have a worksession on August 6' to go over the map changes. On August 20' the Commission will make its recommendation to the City. VA," i Valerino, Chairman Staff Recommendations to City of Sanford Planning and Zoning Commission for July 9, 1998 Meeting Compiled July 1, 1998 , By City of Sanford Department of Engineering and Planning 90/d T.B. BALL, III - Request conditional use permit to establish industrial and wholesale activities in a GC -2, General Commercial Zone located at 3551 West First Street. Site is Zoned GC -2, is basically vacant at the present time and includes approximately 2.578 acres. 2. Site is adj scent to a'private school, a tile sales and distribution facility and vacant lands. Various industrial and wholesale distribution facilities are located in the general vicinity of the site. 3. The site and general vicinity are designated as Westside Industry and Commerce on the Comprehensive Plan's Future Land Use Plan Map. Westside Industry and Commerce reflects a mixed land use category that allows commercial, industrial and multiple family uses. Industrial uses are allowed with a floor -to- area -ratio (FAR) of .50. 4. Recommend approval of a conditional use permit to establish industrial and wholesale activities in a GC -2 Zone based on consistency with the Comprehensive Plan and similarity of uses already established in the immediate area.
