Secretary The meeting was called to order at 7:00 P.M. by Mrs. Stairs. The first item on the Agenda was to hold a Public Hearing to consider a request for a Conditional Use for property located at 920 State Street in a GC-2, General Commercial Zoning District, for the purpose of a 100' monopole tower and telecommunications facility (Public Service Structure). Owner: Sanford Plaza, Inc. of Deltona; representative: PrimeCo Personal Communications - John M. Ariale. John M. Ariale, 200 S. Orange Ave., Ste. 1428, Orlando, 32801, stated that he was the representative for PrimeCo Telecommunications, the applicant. He stated that PrimeCo is a new cellular telephone company that was formed in 1994 which has 11 major markets throughout the country. Traditionally, PrimeCo has installed 100' towers, however, some jurisdictions have asked that they try and build a little bit taller towers in order to share:. Mr. Ariale asked if the Commission would possibly consider this request as a 120' tower instead of 100' to accommodate two users. Mr. Stogner asked if it was true that by going another 20 another tower would not have to be constructed. Mr. Ariale explained that each company has a grid pattern with a 20' vertical separation that can accommodate another 7 antennas.. Mr. Dyal questioned the landscape. Mr. Marder stated that the request would require a site plan with landscaping. Mr. Garrett asked how many antennas will the Central Florida area have. Mr. Ariale stated that there would be approximately 80 locations from Daytona to Tampa Bay. Mr. Stogner moved on approval based on Staff's recommendations. Seconded by Mr. Dyal. All in favor. Motion carried. Mr. McClanahan stated that the Commission needs to talk about how many towers are too many. Mr. Marder is to cheek on Lake Mary's study. Mrs. Stairs requested that Staff give the Commission some type of guidelines. Next on the Agenda was the consideration of the Site Plan for a proposed expansion to Florida Extruders, a manufacturing facility located at 2540 Jewett Lane in a MI -2, Medium Industrial Zoning District. Tax Parcel No.: 26- 19- 30-5AE -8100 -0000 (Subject property located at 2501 W. 5th Street). Owner: Lee and Carolyn Salee; representative: Bowyer, Singleton Joe Kolb. MINUTES PLANNING AND ZONING COMMISSION MEETING OF JULY 18, 1996 PAGE 2 Gloria Lockridge, 255 S. Orange Ave., was present representing the applicant along with Joseph Kolb, engineer of record. Ms. Lockridge stated that Florida Extruders have developed an excellent window and that they essentially want to bring their window and glass door manufacturing from the Port of Sanford to this new facility. This facility is proposed to create 125 new jobs. She stated that they are in support of and accepts Staff's recommendations. Mr. Dyal questioned the movement of large trucks. Mr. Kolb stated that the whole front area will be for truck loading. There is 118'. Mr. Skat questioned the style of construction. Mr. Kolb stated that it would be a metal building with a mansard roof. Mr. Skat moved. for approval with Staff ' s recommendations. Seconded by Mr. Dyal. All in favor. Motion carried. On the Addendum to the Agenda was: the consideration of the Site Plan for TDH & Associates, a 4 -unit residential complex located at 1109 W. 9th Street in an MR-2. Multiple Family Dwelling Residential. Zoning District. ( Dimensional Variance for front and side yard setbacks approved May 16, 1996). Tax Parcel No. 25-19-30- 508 -1114- 0100. Owner: Timothy and Molly Hudson; representative: Montje Plank, Site Engineering and Planning.. Timothy Hudson, 2809 Grove Drive, Sanford, was present for representation. Mr. Hudson stated that the 4' fence will be replaced with hedges. Mr. Skat moved f or approval with Staf f, I s recommendations . Mr. Dyal seconded. All in favor. Motion carried. Next on the Addendum was the consideration of the Site Plan for TDH & Associates, a 3 -unit residenti -al complex- located at 121.1 W. 10th Street in an MR--2, Multiple Family Dwelling Residential Zoning District. ( Dimensional Variance for side and rear roved May 16 1996 yard setbacks a pp y ). Tax Parcel No. 25-- 19 -30- 510 - 2400 -0160. Owner: Timothy and Molly k. Hudson; representative: Montje Plan, Site Engineering and Planning. Timothy Hudson, 2809 Grove Drive, was present to represent this request. Mr . Dyal moved on approval with Staff ' s recommendations. Mr. Brooks seconded. All in.favor. Motion carried. Mr. Skat noted that the outdoor display of Ray's appliance filled the entire parking lot over the weekend. Mr. Dyal requested that a lot mowing complaint be filled out regarding the vacant property on 1st Street. There being no further business, the: mmeeting adjourned at. 8-WOO P . m e, A Helen Stairs, Chairperson From the Director of Planning July 10, 1996 and Development TO: City of Sanford Planning and Zoning Commission SUBJECT: Recommendations for Meeting of July 18, 1996 PRIMECO PERSONNAL COMMUNICATIONS - Request to erect a public service structure (telecommunications tower) in a GC -2, General Commercial Zone located at 920 State Street. 1. Site is a vacant area of less than one half acre size. The site is adjacent to a theater building within a community shopping center. The applicant originally requested a 100 foot tall monopole type tower. That request was modified to include a 120 foot monopole in order to add additional users. 2. Adjacent uses include vacant land, a public service structure in the form of a City sewage lift station, vacant land and an elevated portion of an expressway. An additional elevated overpass section of the expressway is planned to be located immediately south of the site. 3. Recommend approval of the request to establish a public service structure in the form of a 120 foot tall monopole communications tower in the proposed location based on the existing and anticipated characteristics of the immediate area at the present time and with the condition that the applicant provide proof of Federal Aviation Administration approval prior to erecting the structure.
