MINUTES PLANNING AND ZONING COMMISSIM MEETING OF JUNE 6, 1996 7:00 P.M. CITY COMMISSION CHAMBERS MEMBERS PRESENT: Mac McClanahan Lynn Stogner Otto Garrett Michael Skat Ross Robert Ben Dyal Leon Brooks MEMBERS ABSENT: Helen Stairs Jim Valerino OTHERS PRLSENT: Jay Marder, Director of Planning and Development Russ Gibson, Land Development Marion Anderson, Recording Secretary The meeting was called to order at 7:00 P.M. by Acting Chairman McClanahan. The first item on the Agenda was to hold a Public Hearing to consider a request for a Conditional Use for property located at 2491 Park Avenue in a GC-2. General Commercial Zoning District, for the purpose of the sale of beer and wine for consumption on premises - BW -COP. Owner /representative: George W. Currie. George Currie, 4030 Lake Harney Circle, Geneva, was present and stated that he owns the entire building. He would like to open a night club. Mr. Currie stated that the letter, included in the agenda package, lists the benefits of the night club to Sanford and the qualifications that he has. His hours of operation would be from 2 :00 P.M. to 2:00 A.M. He stated that he owns the building behind this site and that there are approximately 100 parking spaces that would also be used. Mr. Robert asked if he would be open on Sundays. Mr. Currie stated "Yes", that he would be open from 4:00 P.M. to 2:00 A.M. on Sundays. He will not be open prior to 1:00 on Sundays. He stated that the night club has approximately 2500 square feet and that it is at the east end of the building. There will be live entertainment with a dance floor. Mr. Robert moved in favor of the Conditional Use. Mr. Garrett seconded. Mr. Skat in opposition. All others in favor. Motion carried. Next on the Agenda was to hold a Public Hearing to consider a request for a Conditional. Use for property located at 2935 Orlando Drive in a GC-2, General Commercial Zoning District for the purpose of the sale of beer and wine for consumption on premises -- BW --COP . Owner: Quincy's Realty, Inc.; representative: Laura M. Colon. Mike Kelley, area manager for Quincy's was present for representation. He stated that the Conditional Use is to test the sale of beer and wine in five restaurants in the general area. Mr. Stogner asked the hours of operation. Mr. Kelley stated that they would have the same hours. He stated that the restaurants have had numerous requests for beer and wine. Quincy's tried the sale of beer and wine once in 1977 in Carolina but that the sales did not work out. Mr. Kelley stated that they would sell strictly bottled beer and wine. The next item was to hold a Public Hearing to consider a request for a Conditional Use for property located at 1407C S. French Avenue in a GC -2, General Commercial Zoning District, for the purpose of an automobile cleaning establishment. Owner/ representative: Linda M. Tibbets. Diane Dowell and Linda Tibbets, partners, were present. Ms. Dowell stated that this would be strictly hand washes and details. She stated that she is currently in business in Sanford which distributes materials for cleaning cars. There will be no detail of motors. She stated that there is already a drain that is OSHA approved and that there is, a grease trap. There will be no physical changes done. Mr. Skat moved on approval. Mr. Robert seconded. All in favor. Motion carried. The next item was to hold a Public Hearing to consider a request for a Conditional Use for property located at 1604 W. Airport Blvd. in a GC -2, General Commercial Zoning District, for the purpose of light assembly of medical and scientific lasers. owner: Riverboat Landing, Inc.; representative: Steve Qualls. Maurice Sharp and Brenda White of Laser Photonics, 12351 Research Parkway, Orlando, were present. Mr. Sharp stated that most sales will be shipped by UPS. There will be no walk -ins. Mr. Sharp explained that they would like to move the business to this location because they do not need as much space as they have at the current location because of a downsize from the previous year. Mr. White stated that they would be using their existing machinery, and that there will be an in -house machine shop. There will not be any sheet metal banding, just hand solder. There will not be any discharge into the air. Certain calibrations are done on site depending on the technology. Laser beams will not typically leave the labs because there will be individual labs. Mr. White stated that FDA randomly does inspections. Mr. Robert moved for approval of the Conditional Use for Laser Photonics, Inc. for their heirs and assigns only for light assembly of medical and scientific lasers. Mr. Stogner se -conded. All in favor. Motion carried. The next item on the Agenda was the consideration of the Final Plat for Pamala Oaks, Phase Tao, a 26 lot residential subdivision located at 741 Upsala Road in a PD, Planned Development Zoning District. Owner /Representative: Bill Miller, Suda, Inc. Bill Miller, Suda, 108 Robin Rd., Altamonte Springs, stated that this project has been through the review process. The concerns of the neighbors in the area regarding smaller lots, etc. have been resolved. Sharon Freer, 1550 Freer Lane, Sanford, stated that she owns the adjacent property to the east. She stated that she is concerned with the maintenance of the area. Mr. Miller stated that the maintenance has not been settled. A meeting has been set -up next week with the County and that the maintenance of the area would be taken care of without a doubt. Wesley Freer, 1570 Freer Lane, Sanford, stated that his concern is with the water runoff. He noted that Briar Construction has assured him that it will be taken care of. Mr. Miller noted that because it is in the county's right -of -way, the drainage will have a dual check. The As --bui lts will be certified for the records. Mr. Robert moved on approval. QUINCY'S - Request to establish alcoholic beverage sales for on premise consumption of beer and wine in a GC -2, General Commercial Zone located at 2935 Orlando Drive /U.S. Highway 17 & 92. 1. No recommendation provided for requests involving alcoholic beverages. TIBBETS - Request conditional use permit to establish an automobile cleaning establishment in a GC -2, General Commercial Zoning District located at the northeast corner of French Avenue (US Highway 17 & 92) and West 15th Street. 1. Site is located at 1407 South French Avenue and includes existing service station and automobile repair activities. 2. Uses adjacent to the site include retail sales and a drive -in restaurant. 3. Recommend approval of the request to establish an automobile cleaning establishment based on automobile oriented uses already established on the site. LASER PHOTONICS, INC. - Request conditional use permit to establish light manufacturing in a GC -2, General Commercial Zoning District located at the southeast corner of Airport Boulevard and 25th Street. 1. Site is located at the southeast corner of Airport Boulevard and 25th Street. The site is utilized as a shopping center with various uses such as day care, a pub and a light electronics wholesale distribution. 2. Uses adjacent to site include a shopping center, convenience stores, multiple family dwellings and a contractor's office.
