110 S. Palmetto Avenue
Item: Board approved the request to modify a previously approved design of two storefronts with conditions.
The conditions are: can use the existing residential door if moved to the residential access area, as long
as the mesh glass is replaced with glass only or use another wood door that is approved by staff and the
transom window can be reduced to one row on the single story section due to structural issues.
Status: The applicant has put the project on hold and placed the property for sale.
905 S. Magnolia Avenue
Item: Board approved the request for new railings and spindles with the condition the spindles can be no more
than 4" apart and no less than 2" apart.
Status: An update will be provided on this item during the meeting.
1018 S. Oak Avenue
Item: Board approved the request for new porch columns.
Status: The applicant obtained a building permit and installed the new porch columns.
422 S. Palmetto Avenue
Item: Board approved the request to install a 16'x20' storage shed with conditions. The conditions were:
wood siding or fiber cement siding is allowed, however not a combination of both; architectural shingles
shall be installed to match the house; shed door shall be constructed of wood or fiberglass; photographs

and a specification sheet must be submitted for the windows which reflect the window design and
muntin profiles; photographs and a specification sheet must be submitted for the door which reflect the
door design and any details such as raised paneling and hardware; and paint the building a minimum of
two colors (body and trim), to match the main building colors.
Status: The applicant obtained a permit and installed the shed.

Mr. Carfagna called the regular meeting to order at 5:30 PM.
Minutes
Ms. Deming moved to approve the July 15, 2015 meeting minutes. Ms. Agnini seconded. Motion carried 4 -0.

Avenue based on a finding that the proposed alterations are consistent with the purpose and intent of Schedule
S, and complies with the design guidelines in Schedule S. Ms. Yebba seconded. Motion carried 4 -0.

Ms. Yebba moved to approve the request to remove 2nd and 3rd story window sashes on the west and north
elevations for off -site restoration at 201 S. Magnolia Avenue based on a finding that the proposed scope of
work, being maintenance restoration and not mothballing, is consistent with the purpose and intent of Schedule
S, complies with the design guidelines in Schedule S, and as the restoration work is publicly funded. Based
upon the work being maintenance restoration, and not mothballing, and, being publicly funded, which reduces
the risk of non - completion, this shall not be of any precedential value to future applications. Ms. Agnini
seconded. Motion carried 4 -0.

Code Enforcement Case Review
Ms. Dalton distributed a copy of the Historic District Open Case Report and the Historic District Fine Report.
Citizen Participation
None.
Staff Reports
Ms. Dalton distributed the Georgetown Brochure. Ms. Dalton informed the board a Georgetown Congregation
article was published in the Reflections magazine. Ms. Dalton gave a brief update on the Movie in Magnolia
Square event.
Chairman and Board Items for Discussion
Ms. Deming reported the awning on the Bishop Block building is leaking and has created a safety hazard to the
public. Mr. Carfagna stated Mr. Presley has the ability to have it designated as a public safety hazard. Ms.
Barrington -Nix stated the City Commission can decide to move forward with a Nuisance Abatement action
against the property owner.
Ms. Deming requested a status on the removal of the paper on windows and plywood covering the opening on
the property the board granted the owner 6 months to correct.
Ms. Deming requested information on the City Code as it relates to overgrowth on private property and adjacent
public right of ways that create health and safety issues.
Mr. Carfagna informed the board he is requesting a meeting with staff, Russ Gibson, City Attorney, and City
Manager to discuss the process and procedures as it relates to overlapping review by Historic Preservation Board
and other Boards.
Mr. Carfagna informed the board he was approached by a citizen asking if there would be a financial interest or
similar conflict of interest with a board member who pays a membership due to the Sanford Historic Trust and
votes on items submitted by the Sanford Historic Trust. Ms. Barrington -Nix stated she is researching this issue
and will report back her findings.
