Six Month Reviews Listed below are requests reviewed by the board during the March 2015 meeting. 116 S. Palmetto Avenue Item: Board approved the request to install a wall sign sized 16" x 9' and tile wrap (with condition the tile wrap is approved on a temporary basis, not to exceed 3 months, and at that time staff will evaluate the condition of the wrap to determine the level of deterioration and if the wrap is deteriorated and its appearance change, the applicant will be required to remove the wrap) at 116 S. Palmetto Avenue. Status: Update provided at meeting 414 S. Palmetto Avenue Item: Board approved the request to change roof material from shingles to metal. Status: Update provided at meeting 310 W. 6th Street Item: Board approved the request to change the wall height at the rear of the house, relocate windows, remove the rear door, remove existing utility room and replace with new, and re -roof. Bonaparte, Jr., City Manager Craig Radzak, Fire Chief Tim Robles, Fire Marshall Dave Aldrich, Building Official Christine Dalton, Community Planner/Historic Preservation Officer Mary Muse, Administrative Coordinator Mr. Carfagna called the regular meeting to order at 5:30 PM. Minutes Mr. Dieckhaus moved to approve the Septemberl6, 2015 regular meeting minutes. Ms. Deming seconded. Motion carried 3 -0. Mr. Dieckhaus moved to approve the October 7, 2015 special meeting minutes. Ms. Deming seconded. Motion carried 3 -0. Mr. Bonaparte came forward to speak in regards to an inappropriate statement made at the last meeting by the Building Official. Mr. Aldrich came forward and apologized for his inappropriate behavior at the last meeting. Ms. Deming asked Mr. Bonaparte if Cindy's Dance Studio has been issued a violation notice. Mr. Bonaparte stated he did not know and would have to check with Ms. Dalton on the status. Public Meetings PM -1 Hold a Public Meeting to consider a Certificate of Appropriateness to replace porch columns and railing and construct a new wood shed at 1215 S. Palmetto Avenue. Tax Parcel Number: 25- 19- 30 -5AG- 1401 -0090 Property Owners: Barbara Farrell and James Blake Representative: Barbara Farrell After withdrawing the first motion, Mr. Dieckhaus moved to approve the request to replace porch columns and railings based on the design submitted by the applicant at meeting and construct a new wood shed at 1215 S. Palmetto Avenue based on a finding that the proposed alterations are consistent with the purpose and intent of Schedule S, and complies with the design guidelines in Schedule S. Staff is allowed to approve the dimensions of the shed. Ms. Deming seconded. Motion carried 3 -0. MINUTES — OCTOBER 21, 2015 HISTORIC PRESERVATION BOARD PAGE 2 Code Enforcement Case Review Ms. Dalton distributed a copy of the Historic District Open Case Report and the Historic District Fine Report. Ms. Deming asked for a status of the Bishop building awning due to the safety hazard it is creating. Ms. Dalton reported she approved the shoring of the canopy using metal pipe columns, but did not approve it as a permanent repair. Mr. Carfagna requested staff to report back at next meeting who approved it as a permanent repair if the permit was issued with the metal pipes as a repair. Ms. Deming asked for a status on 218 E 1St Street since it has been 7 months since the board granted approval to paint the plywood as a temporary fix for six months. Ms. Dalton stated she spoke to the property owner and informed her it was going to be turned over to code enforcement. Ms. Deming asked for a status on the overgrowth in the right of way at a property in the 700 block of Oak. Mr. Dieckhaus referenced 700 Magnolia Avenue on the fines report noting it is in compliance but there are fines due. Ms. Dalton reported property owners can apply under the lien amnesty program requesting the fines to be waived. Ms. Deming asked if it would help if the Board sent a letter to the City Commission supporting the Lien Amnesty Program. Ms. Dalton stated she would obtain an update from Darrel Presley and report back to the board. Ms. Deming asked if the paint color in the 700 block of Magnolia Avenue was approved and by whom. Ms. Dalton reported she would check on it. Citizen Participation None. Staff Reports Ms. Dalton reported she attended the Brownfields Conference and shared information she received and informed the board Paw Park Village's groundbreaking is anticipated to be scheduled for late December, early January.
