The first item on the Agenda was to hold a Public Hearing to consider a request for a Conditional Use for property located at 1385 E. 29th Street (south west corner of E. 29th Street and Carrier Avenue), in an RI -1, Restricted Industrial Zoning District, for the purpose of above ground fuel storage tanks. Owner: City of Sanford - Sanford Airport Authority; representative: Nelson Blankenship, AIA - Central Florida Terminals. Nelson Blankenship, Central Florida Terminals, was present for representation. He stated that this is part of the overall development of the terminal building from a passenger service standpoint. Initially, this fuel facility will have seven 50,000 above ground, horizontal tanks. The tanks will provide fueling for the aircraft that will be coming in beginning in April. Right now, the Airport Authority has one 20,000 fuel tank of Jet -A, and one 20,000 gallon tank of hundred low lead. The uplift on one aircraft is roughly between 12 and 15,000 gallons of fuel. Mr. McClanahan moved for approval. Seconded by Mr. Robert. All in favor. Motion carried. Next on the Agenda was the consideration of the Site Plan for Central Florida Terminals for a 450,000 gallon Jet -A Fuel Facility at the Orlando Sanford Airport located at 1385 E. 29th Street (south west corner of E. 29th Street and Carrier Avenue) in a RI- 1, Restricted Industrial Zoning District. Owner: City of Sanford - Sanford Airport Authority; representative: Nelson Blankenship, AIA - Central Florida Terminals. Nelson Blankenship, Central Florida Terminals, was present for representation. Mr. Marder stated that the access to the site has been the major issue in terms of driving north on Carrier, the driveway comes in at a corner. Carrier is a significant collector on the Airport site. Mr. Blankenship stated that because this fuel farm will be servicing international flights, it will be a Customs' area. There will be bonded fuel and U.S. Customs' specified 8' chain link fence. They will be adding a hydrant system to eliminate the transfer of fuel. Mr. Robert moved to approve subject to City acceptance of access and landscaping facilities and Staff's recommendations. Seconded by Mr. McClanahan. All in favor. Motion carried. Mr. Gibson reported that per Commissioner's Dyal request to check the house on Escambia, Code Enforcement has indicated that they have no cooperation with eliminating the conditions there, and it is therefore a part of the condemnation efforts.. Helen tairs,::Chairperson From the Director Planning SUBJECT: Recommendations for Meeting of March 7, 1996 CENTRAL FLORIDA TERMINALS - Request conditional use approval to permit above ground fuel storage tanks for property Zoned RI -1, Restricted Industrial located on Carrier Avenue between 29th Street and 30th Street. Site is Zoned RI -1, Restricted Industrial and is vacant at the present time. 2. Uses adjacent to and in close proximity to the site include above ground storage tanks, industrial buildings, aviation - oriented activities associated with the Orlando - Sanford Airport and offices. 3. Recommend that the request for a conditional use permit to establish above- ground storage tanks for fuel be approved based on similar activities already established on the airport property and general compatibility of such uses with uses already established in the immediate area.
