MINUTES PLANNING AND ZONING COMMISSION MEETING OF JANUARY 19, 1995 7 :00 P. CITY COMMISSION CHAMBERS MEMBERS PRESENT: Leon Brooks Joe Dennison Ross Robert Helen Stairs James Valerino ME30ERS ABSENT: Mike Davis Ben Oyal Cynthia Halt - Miller Lynn 5togner OTHERS PRESENT: Jay Marder, Director of Planning and Development Bettie Sonnenberg, Land Development Coordinator Russ Gibson, Land Development Coordinator The Chairman called the meeting to order at 7:00 P.M. The first item on the Agenda was to hold a Public Hearing to consider a request for a PD, Planned Development Rezone for McCracken Subdivision and to consider the McCracken Subdivision Master Plan for property located at 2601 McCracken Road in a RI -1 Restricted Industrial Zoning District. Owner: Tom gall; representative: Bruce K. Andersen. Mr. Dennison noted the lack of information submitted with the request. Mr. Robert moved to table. Seconded by Mr. Brooks. All in favor. Motion carried. The next item was to hold a Public Hearing to consider a request for a Conditional Use for property located at 519 Park Avenue in a SR -1, ,Single Family Residential zoning District for the purpose of a day care center in conjunction with a church. Owner: First Baptist Church /' Reverend Floyd Blake, Jr.; representative: Edna S. Webb. Edna Webb,, representing First Baptist Church Learning Center, stated the facility has been upgraded in order to be used as a day care. An after school or extended program is also being considered. The Association of Christian Schools International has licensed the school. Additionally, the applicant, although not required, has Made a voluntary request for HRS inspection_ Carlos Raines, 511 Magnolia Avenue, spoke in opposition to the request. He objected to the day care because of a shortage of parking in front of his house, especially between 6:00 P.M and 8:00 P.M. He stated that other operations associated with the church, like Meals on Wheels take up the available on street parking and do not use the off street parking areas. Mr_ Dennison suggested signage could be used to deter non- residential parking. Mr. Marder stated that on- street parking is public right of way and is not restricted. Ms. Webb indicated that the hours of operation will be between 6:30 A.M and 6 :00 P.M. She stated that in general, parking will not be necessary since an on -site drive will be utilized for drop -off and pickup purposes. Ms. Webb said she would be willing to direct customers to the church's parking lot. Mr. Brooks moved for approval with the condition that applicant encourage customers to use church parking facilities as its standard operating procedure. Seconded by Mr. Robert. MINUTES PLANNING AND Z ONING CGMMISS MEETING OF JWJARY 19, 1995 n7env 13 The next item was to hold a Public Hearing to consider a -request for a Conditional Use for property located at 100 North Maple Avenue in a GC -2, General Commercial Zoning District for purpose of Automobile & Truck Accessory Sales and Installation (wholesale tire sales and distribution use) . Owner: George and Shirley Mills; representative: Ronald Riggs. Ronald Riggs, of Osteen, stated the proposed use entailed mostly wholesaling of tires, tire sales to retailers. His business would not involve changing tires. Mr. Brooks moved for approval based on staff's recommendations. Seconded. by Mr. Robert. All in favor. Motion carried. The next item for Consideration was the Site Plan for Lot 8, Northstar Business Park, Phase I, a off ice /warehouse use located at 400 Central Park Drive in a GC -2, General Commercial Zoning District. Owner: T.B. Ball III; representative: Harry Reynolds. Dick Holsombach, 121.8 E. Langley Court, Lake Mary, was present for representation. Mr. Dennison corunented on how well maintained the Business Park appears to him. Mr. Robert asked if it was the owner's wish to have the quantity of laurel oaks represented in the landscaping plan. Mr. Holsombach stated that the owner, Tom Ball, was present. However, it was in his opinion the finest tree in Florida and he urged Mr. Ball to use that type and number of trees. Mr. Robert moved for approval as presented. Seconded by Mr. Brooks. All in favor. Motion carried. The next item for consideration was the Site Plan for Lot 6, Northstar Business Park, phase III, a office /warehouse use located at 30y Northstar Court in a GC -2, General Commercial Zoning District. Owner: CPC Enterprises, Inc. / Dick Cardegnio; representative: Harry Reynolds. Dick Holsombach, 1218 E. Langley Court, Lake Mary, was present for representation. He explained the 2000 square feet building to the east of this site was a previously approved project, Storagecraft. Mr_ Robert asked why there were notable differences in the floor elevations between projects presented by the applicant. Mr. Holsombach stated that the corner lot just approved was designed to be a dock -level high building. He presented to each Commissioner an excerpt from Chapter VI, Sanford's City Code, noting the finished floor elevation is not to be greater than eight inches above site grade, instead of eight inches above the crown of road. Mr. Robert moved for approval based on staff's recommendations. Seconded by Ms. Stairs. All in favor. Motion carried. Mr. Brooks moved to approve the Minutes of December 15, 1994. M . oe De icon, Chairman - wuti From the Director January 12, 1995 of Planning and Development TO: City of Sanford Planning and Zoning Commission SUBJECT: Recommendations for Meeting of January 19, 1995 McCRACKEN PLANNED DEVELOPMENT - Request to rezone to PD, Planned Development for property Zoned RI -1, Restricted Industrial located on the south side of McCracken Road. 1. Due to insufficient information submitted with the application and accompanying master plan, recommend that this request be tabled. FIRST BAPTIST CHURCH LEARNING CENTER - Request conditional use approval to establish a day care center for property Zoned SR -1, Single Family Residential located at 519 South Park Avenue. 1. Site is Zoned SR -1, Single Family Residential and includes a church with various related uses including classrooms in a two -story building. Site of proposed day care fronts Magnolia Avenue, East Fifth Street and East Sixth Street. The main church structure fronts Park Avenue to the west. 2. A day care facility is located adjacent to site in conjunction with the adjacent church facility (First United Methodist Church). 3. Various single family and multiple family dwellings are located in the immediate vicinity of site. 4. Recommend approval of the request to establish a day care center based on information submitted by the applicant, similar existing facilities already established in the immediate area and general compatibility of the proposed use with institutional uses located in the neighborhood. RIGGS - Request conditional use approval to establish wholesale tire sales and distribution for property Zoned GC -2, General Commercial located at 100 North Maple Avenue. 1. Site is Zoned GC -2 and includes an existing building that covers most of the easterly portion of site. Site fronts North Maple Avenue, Commercial Street and North Holley Avenue. An alley running east/west is located on the south side of Planning Recommendations - Page 1 site. 2. Various commercial, wholesale and manufacturing uses are located in immediate area including automobile repair, light manufacturing, and retail sales and services. In addition, a junk yard is located adjacent to the site on the west side of Holley Avenue. 3. In addition, several residential uses are located south of site fronting West 1 st Street. 4. Recommend approval of request to establish wholesale tire sales and distribution based on similar automotive and distribution activities already established in the immediate area with the condition that all activities shall be conducted indoors and all storage and/or display of new or used merchandise and /or materials shall be visually screened from all property lines with a solid block wall with stucco finish on the street -side.
