A) Approve the 2015 State of Florida Low Income Energy Assistance
Program Grant Modification Agreement, increasing the 2015 grant
allocation by $45,141.
B) Approve procurement to Layne Inliner, LLC in an amount not to
exceed $200,000 for the stormwater pipelining project.
C) Approve the submission of the Community Development Block
Grant (CDBG) Five -Year 2015/2020 Consolidated Plan and One -
Year 2015/2016 Annual Action Plan to the Department of Housing

D) Approve the expanded road closure for the approved `2015 Fireball
Run' special even on Friday, October 2, 2015.
E) Approve the special event permit with street closures, noise permit
and alcohol permit for `Tom and Dan's Beerfest' to be held on

and alcohol permit for `Sanford Sofas and Suds' to be held on

$82,000, which is included in the FY 2016 Police Department

an amount not to exceed $87,000 by piggybacking Seminole
County contract IFB-601516-12/TLR.
K) Approve the Intergovernmental/Interlocal Agreement with the City
of Lake Mary for the shared use of each other's wellness center.
L) Approve the request for City water service only for property located
at 2206 McCarthy Avenue with the owner responsible for paying all

to the rehabilitation of Redding Gardens and the original Sanford Housing site with the five
complexes. The tax credits could provide for up to $1.5 million per year or a total of $15 million
over 10 years that could be used for redevelopment of one of the sites if the application is approved.
The money will not be expended unless the application is approved by the Florida Housing Finance
Corp.
Commissioner Woodruff moved to approve the $50,000 pledge as recommended

14) CITIZEN PARTICIPATION
Chris Esser, owner of the Sanford Brewing Company, said that he is trying to open
a business at 400 S. Sanford Avenue. He is very happy with what Sanford has been doing in order
to renovate the City. However, some of the businesses, such as his are running into issues with
securing a bank loan due to the way that the City Code is written specifically Section 2 -369. He
said that this section prevents businesses from being able to take advantage of CRA funding
through the loan subsidy program. He asked the Commission to consider repealing this section
from the City Code. Commissioner Jones said that the Commission will be discussing this in more
depth at the October 12, 2015 Work Session.

REGULAR MEETING
Commissioner Jones announced that there will be a Mid - Florida Wrestling event
held at the Salvation Army on October 3, 2015 with free admission.
Commissioner Woodruff said that he would like the Commission to discuss the
funding that is used for the federal lobbyist prior to spending the money. Commissioner Woodruff
said that his big concern this week is coordination between the Planning Department, the HPB and
the Building Department. There still seems to be some confusion with Friday inspections.
Commissioner Mahany said that it has always been her understanding is that if a call is made
before 4:00 PM on Thursday, you could get a Friday inspection. Mr. George said that he has
previously addressed this with the Building Department Building Department and he was assured
that it was taken care of. He said that he will see to it that it is taken care of.
