03.21.91MINUTES PLANNING AND ZONING COMMISSION WORKSESSION MARCH 21, 1991 6:00 P.M. CITY COMMISSION CHAMBERS MEMBERS PRESENT: Jerry Johnson Joe Dennison Eddie Keith Cathryn Welch Ben Dyal Tom Speer John LeRoy Leon Brooks Helen Stairs OTHERS PRESENT: Jay Marder, City Planner Bettie Sonnenberg, Land Development Coordinator Marion Anderson, Recording Secretary The Meeting was called to order at 7:00 P.M. by Chairman Dennison. The first item on the Agenda was to hold a Public Hearing to consider a request to Rezone from SR -1AA, Single Family Dwelling Residential, to, that of RMOI, Multiple Family Residential- Office and Institutional, that property located at 105 Aldean Drive for the Purpose of a bed and breakfast or an interior decoration center. Owner /representative: D. Beverly Beske. Ms. Beverly Beske, 105 Aldean Drive, stated that she was looking to open a bed and breakfast inn. She stated that extensive decorating has been done to the interior of the house. Ms. Beske stated that a lot of people has been knocking on her door to take a look at her house. This is the oldest home in Orange and Seminole Counties which sits on an acre of land and consists of three bedrooms. Ms. Beske stated that fees would range between $75 and $125 a night. Wrought iron gates will be installed, if needed. She stated that she has been in the motel business and restaurant business over the years, so she has the experience to run a bed and breakfast. There is only three bedrooms so there will not be too many cars that will be a disturbance in the neighborhood. Mr. James, 115 Aldean Drive, was present and in opposition. He entered a petition with 82 signatures that are in opposition. He stated that commercial property should not be allowed in the neighborhood and asked what happens if Ms. Beske sells the property. Commercial activity will depreciate the value of the neighborhood. Carol Pegrem, 104 Aldean Drive, was present and in opposition. She stated that she has three children and that this is a quiet, established residential neighborhood that is a wonderful place for children to grow up. Brenda Keary, 205 Dogwood Drive, was present and in opposition. She stated that she grew up on Park Avenue, and that she knows what a slum area it is now because of rezoning being allowed. Strongly opposed to the rezoning. Tony Black, 123 Aldean Drive, stated that he moved into the area because of his two teenage boys. Mr. Black has no problem with the bed and breakfast but he does have a problem with the rezoning change. There were approximately 20 people in the audience in opposition. Ms. Barbara Beske, noted that this use would not depreciate the property values. She has just had this home appraised, and it was appraised low at $185,000. Other homes in the neighborhood are in the market at $85 to $125,000. This home is more historical than anything else. Ms. Beske stated that the Museum has asked her if some functions could be held here. Mr. Keith moved to deny. Mr. Johnson seconded. All in favor. Motion carried. The next item on the Agenda was the consideration of the Site Plan for an addition to the Central Florida Regional Hospital, located at 1401 W. Seminole Blvd. in a RMOI, Multiple Family Residential - Office and Institutional District. Owner: HCA, Central Florida Regional Hospital; representative: Roy C. Vinson. Larry Kaufman, Associate Administrator of the Hospital was present for representation. He stated that they are planning a $5.7 million expansion that will allow the hospital to perform outpatient surgery. They plan to build a women's center that will replace the ob center that is there now. The plan will allow the Hospital to capture and service the market for ob services. Mr. Kaufman stated that they would like to have a private birthing center for each woman. Construction is planned to start the beginning of June. The next item on the Agenda was the consideration of the Site Plan for above ground tanks for Daniels Chevron, located at 927 W. 13th Street in a GC -2, General Commercial Zoning District. Owner: John and Jeanette Daniels; representative: Pavol Stankay. Mr. Pavol Stankay was present for representation. He stated that the existing tanks are located in the front of the existing building. The new tanks are behind the building. These will be 8- foot diameter tanks. Mr. Keith moved on approval subject to upgrading of the existing planter on W. 13th St., utility easement, and resolution of engineering concerns prior to certificate of occupancy. Seconded by Mr. Brooks. All in favor. Motion carried. Ms. Stairs asked if something could be done about the van full of stuff on 17 -92 by the Chinese Restaurant. Mrs. Sonnenberg stated that this is in the County and would have to go through the County Code Enforcement. There is nothing the City can do. Mr. LeRoy asked about the storage lot on 1st St. and Mangoustine. Mrs. Sonnenberg stated that they will be going back before Code Enforcement. The City is working on this one. Mr. Speer asked if the City would consider extending the sidewalk on Seminole Blvd. along the Lake. Mr. Dyal moved to approve minutes as circulated. Ms. Welch seconded. All in favor. Motion carried. There being no further business, meeting adjourned at 7:45 P.M. 0� D nnison ,Chairman i k l FROM THE SANFORD CITY PLANNER March 14, 1991 TO: City of Sanford Planning and Zoning Commission SUBJECT: Planning Recommendations for March 21, 1991 BISKE - Request to rezone from SR -1AA, Single Family Residential to RMOI, Multiple Family/Office/Institutional for property located between Aldean Drive and County Road 46A in the Idlewilde subdivision. 1. Site is Zoned SR -1AA and includes a two -story dwelling with various accessory buildings. Site encompasses two lots in the Idlewilde subdivision. 2. Various single family dwellings are located adjacent to the side in an area Zoned SR- 1AA in the City of Sanford and R -1A in the unincorporated area south of CR 46A. 3. Question is one of policy regarding whether to permit nonresidential or multiple family residential land use activities within an established single family residential and along CR 46A/Country Club Road. 4. Recommend denial of request to rezoned from SR -1AA to RMOI based on the established single family residential character of the immediate area and the undesirability of initiating nonresidential uses along CR 46A/Country Club Road in this area.
