CITY COMMISSION CHAMBERS MEMBERS PRESENT: John LeRoy Tom Speer Cathryn Welch Ben Dyal Leon Brooks MEMBERS ABSENT: Eddie Keith Joe Dennison Helen Stairs Les Owens OTHERS PRESENT: Jay Marder, City Planner Marion Anderson, Recording Secretary The meeting was called to order at 7:00 P.M. by Vice Chairman Speer. The first item on the agenda was a Public Hearing to consider the request to rezone from MR -2, Multiple Family Residential, to RC -1, Restricted Commercial, for property located at 2590 Sanford Avenue. owner/ representative: Virgil Gracey. (Tabled September 20, 1990). Mr. Dyal and Mr. Brooks made a motion to remove from the table. Seconded by Mr. LeRoy. All in favor. Motion carried. Mr. Gracey stated that he has had inquiries as to what this building could be used. He stated that a couple of people would like to put in an office. This is rental property. There was no one else present to speak in favor of or in opposition to the requested rezoning. Mr. Marder stated that Staff recommends approval based on City Policy to approve RC -1 zoning with RC -1 zoning already established in the area. Mr. Dyal moved on approval. Seconded by Mr. Brooks. MINUTES PLANNING AND ZONING COMMISSION Meeting of October 4, 1990 Page 2 The next item on the agenda was a Public Hearing to consider the request for a conditional use of an accessory residential structure, a garage with living quarters above for family occupancy, for property located at 523 Plumosa Drive in a SR1 -A, Single Family Residential Dwelling District. Owner: Lyman C. Blanchard and Patricia H. Martin; representative: Lyman C. Blanchard. Due to lack of representation, Mr. Leroy moved to table. Mrs. Welch seconded. All in favor. Motion carried. The next item on the agenda was the consideration of the request for site plan approval for an equipment building and a free standing antenna structure for property located at 3051 Narcissus Avenue in an AG, Agriculture District. Owner: W.A. Hoffman, Tr.; representative: Steven H. Coover. Mr. Marder stated that the applicant has requested that this item be tabled until the next meeting. Mr. Dyal moved to table. Seconded by Mr. LeRoy. All in favor. Motion carried. The next item on the agenda was the consideration of the request for site plan approval for a detached sign for Seminole Paint and Body, an automobile and truck service and repair use, located at 2540 Myrtle Avenue in a GC -2, General Commercial District. Owner/ representative: Al VanNimwegen. Mr. Al VanNimwegan, 1816 Rate Drive, Daytona Beach was present for representation. Mr. Marder stated that Staff has no objection to site plan approval subject to recommendation for 5 shrubs around the base of the sign. Mr. VanNimwegan stated that the entire area around the sign is shrubbed and landscaped at the present time. They would like to replace the existing sign with a more contemporary sign. Mr. Brooks moved on approval. Seconded by Mr. LeRoy. All in favor. Motion carried. REPORTS FROM STAFF: Mr. Marder stated that the preliminary housing and population counts provided by the Census tells us a lot about the way the City has been growing over the past 10 years. The counts give a clear picture of the housing and distribution within the various census MINUTES PLANNING AND ZONING COMMISSION Meeting of October 4, 1990 Page 3 tracts in the City. The downtown census tract grew by about 345 dwelling units. Most of it is in one particular project, Sa'lpointe. Dark shades on the map defines the distribution in the City. The darker shades are in the more central part of the City. On the 1990 housing map, the darker areas are more westerly. Between 1989 and 1990 the change in housing within the census tracts in the Ci y, shows more development in the southwesterly portion of the Ci y. The westerly portion of the City has dark areas along the La e. The central neighborhoods did not grow very much with the Census showing that the City lost 111 dwelling units. The legend divides up the census tracts, taking the high number and low number and creating 9 equal categories in between. Our building permits residential construction activity sheet shows that 5624 dwelling units were permitted during 1980 and 1990, a 10 year period. When added to the 1989 census we have over 14,000 dwelling units. The census only counted 13,787. The City issues building permits. This is also what we show to the Census. Mr. Marder stated that when the University of Florida does guesstimates, they look at the closest known relationship between housing units and population. This use to be, or actually still is, 1980. 1980 is used for all population and housing units and factor in all electric meters in the City. Probably, an accurate number is the electric meters. The University of Florida just barely made it up to 30,000 for Florida's population. The Census stated 32,232. Ivey, Bennett, Harris & Walls estimates for 1990 was close to within 107 people of the census number. Mr. Marder stated that regarding the status of the Comp Plan, Solin Associates have been retained to do the revisions for the Population, the Public Facilities and the Land Use elements. He stated that he is looking at proposals for having the Transpor- tation Element revised. Mr. Marder stated that he had talked with Steve Cook, Airport Director. Mr. Cook said he has received a grant to build a road for a future gateway to the terminals. They discussed the land use around the Airport and how the Airport wants to develop it in relation to the master plan. The applicants for Item 2, a conditional use for an accessory residential structure, were now present. Mr. Blanchard stated that he would like a guest house for grandchildren and relatives when they come to visit. They have lived in this house for one year. This will not be rental. It will be strictly for family. Mr. Marder noted that Staff recommends approval to established an accessory unit. Mr. Brooks moved for approval. Seconded by Mr. LeRoy. All in favor. Motion carried. Mrs. Welch asked if Park on Park would be lighted and when. Mr. Marder said that he was with the understanding that ornate, antique type lamps are to be installed, but had no idea when. Chairman Speer stated that one of the garden clubs is to finance the lighting, but that he also did not know when. There being no further business, meeting adjourned 7:40. Tom Speer, Acting Chairman FROM THE SAAWORD CITY PLAINTINER September 28, 1990 TO: City of Sanford Planning and Zoning Commission SUBJECT. Planning Recommendations for Meeting of October 4, 1990 1. GRACEY -Request to rezone from MR -2, Multiple Family Residential to RC -1, Restricted Commercial for property located on the east side of Sanford Avenue north of East 26th Street. Site is Zoned MR -2, Multiple Family Residential and includes and one - family residence located on two lots. 2. Site is adjacent to existing RC -1 Zone which includes residential and commercial uses. Site is also adjacent to various one - family dwellings Zoned MR -1, Multiple Family Residential. 3. Recommend approval of request to rezone to RC -1, Restricted Commercial based on City policy to approve RC -1 Zoning in the immediate area and existing RC -1 Zoning already established adjacent to site. NOTE: This recommendation was submitted to the Planning and Zoning Commission on September 6, 1990 and on September 20, 1990. The Planning and Zoning Commission tabled the request at both meetings. 2. BLANCHARD - Request conditional use approval to establish an accessory residential structure in an SR -1A, Single Family Residential Zoning District located at 523 Plumosa Drive. 1. Site is Zoned SR -1A, Single Family Residential and appears to include a one family dwelling and a garage accessory structure. 2. An existing residential accessory structure appears to be located adjacent to site. In addition two residential accessory structures are located on blocks adjacent to site. Various additional one family dwellings are located in immediate area surrounding site. 3. Recommend approval of conditional use request to establish an accessory residential structure based on similar uses already established in the area. immediate area at the present time.
