City Manager Comments 5:55 — 6:00 PM CITY COMMISSION MINUTES OCTOBER 125 2015 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, October 12, 2015, at 4:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Vice Mayor Velma Williams Commissioner Art Woodruff Commissioner Randy Jones (present @ 4:15 PM) Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert Deputy City Clerk Traci Houchin Absent: Mayor Jeff Triplett City Clerk Cynthia Porter Vice Mayor Williams called the meeting to order at 4:10 PM. City Manager Bonaparte stated that Mayor Triplett would not be able to attend today's Work Session; however, he asked Mr. Bonaparte to ask the Commission to consider discussing the Loan Subsidy Program at a Special Meeting next week. There was a consensus among the Commission to continue discussion on this item at a Special City Commission meeting to be held on October 19, 2015 at 4:00 PM. 1. Update on activities of the Economic Development Department Economic Development Director Bob Turk gave a brief presentation and an update on the accomplishments of the department during the last year. Commissioner Woodruff said that he would like to briefly discuss the Economic Development Loan Subsidy Program. Deputy City Manager Tom George gave a brief synopsis CITY COMMISSION MINUTES OCTOBER 129 2015 WORK SESSION of what has been happening with the program and what direction Staff needs from the Commission in order to move forward. 2. City Financial Report — 3rd Quarter Ended June 30, 2015 [Commission Memo 15 -182] Finance Director Cynthia Lindsay presented the report. 3. Regular Meeting Items — additional information A. Waterfront Redevelopment Implementation Process: Additional services change order request. [Commission Memo 15 -180] (RM 8.C) Economic Development Director Bob Turk explained that there were additional expenses that were not included in the original work order. Therefore, Staff is asking the Commission to consider granting an additional $23,208.51 to Littlejohn, Inc. This will be an action item on tonight's agenda. B. Tax Abatement Ordinance Deputy City Manager Tom George distributed a handout pertaining to several items that are needed from the Commission in order to bring the Ordinance forward. C. Request for Local Government Contribution for a proposed 100 unit apartment project at 2901 W. 1st Street [Commission Memo 15 -181] (RM 7A.2) Mr. Bonaparte reported that the applicant has withdrawn this request. 4. Briefing items A. Presentation of Public Records Request Annual Report [Commission Memo 15- 183] CITY COMMISSION MINUTES OCTOBER 129 2015 WORK SESSION Records Manager Pat Lee presented the Report. 5. Discussion re: Management Partners Recommendations: #22, Create a City Manager's Economic Development Board; #30, Create a rental housing inspection program; and #33, Create a Building Preservation Licensing Program. This item was continued to the October 26, 2015 Work Session. 6. Discussion regarding City's Federal Lobbyist. Commissioner Woodruff said that this is a service that is costing the City $60,000 and he doesn't feel that the City is getting $60,000 worth of service. Mr. Bonaparte said that it is Staff's opinion that they do not need this service as they obtain information from other sources. Mr. Bonaparte offered to address this with Staff at the next Staff meeting and follow up with the Commission. 7. City Manager Comments ■ Appointment to the MetroPlan Citizen Advisory Committee needs to be made before October 30, 2015. This will be an action item on tonight's agenda. ■ Announced that the Special Projects Manager Title is being considered for change. This will be an action item on tonight's agenda. ■ Distributed the 2016 holiday schedule. ■ The recording on the building inspection line has been changed to reflect the accurate information.
