Davidson Darrell Grieme Dr. Hortense Evans John LeRoy Members Absent: Eddie Keith Others Present: Bettie Sonnenberg, Zoning Inspector Bill Simmons, Director of Engineering & Planning Jay Marder, City Planner The meeting was called to order at 7:00 P.M. by the Chairman, John Morris. The first item on the agenda was to consider a 6 month extension on the site plan for Andrew Kutz, a twelve unit motel, located at 125 Airport Blvd. in a RMOI zone. Mr. Kutz stated that he needed the extension because it has taken him awhile to get things arranged and the mortgage companys are taking time to look at it. It is the same site plan that was approved with the agreed addition of the sightproof fence on the west side of the property. After discussion, Mr. Malone moved to approve the site plan. Mrs. Roberts seconded. Motion carried unanimously. The next item was to consider a site plan for an addition to Scotty's Truss Plant located at 901 E. 26th Street in a RI -1 zone, represented by Wayne Aycock. Mr. Aycock stated that it is a 25' x 25' two story office addition. After discussion, Mr. Carli moved to approve the site plan. Mr. LeRoy seconded. Motion carried unanimously. The next item was to consider a revised site plan for Heritage Federal Savings and Loan, a Savings and Loan Banking Facility, located at 3603 Orlando Drive in a GC -2 zone, repre- sented by James Conners. Mr. Conners stated that there is still the same number of parking spaces as before. The center line of the east /west traffic would aline with the south side of the entrance. The 19 foot ground sign would not cause an impact on the existing main shopping centre sign. After discussion, Mr. Carli moved to approve the site plan. Mr. LeRoy seconded. Motion carried unanimously. The next item was to consider the tabled site plan for Friendly Ice Cream, located at 3601 Orlando Drive in a GC -2 zone, represented by Larry Diehl. Mr. Diehl stated that the site plan was for review and comments only. The board would not have to approve it tonight. He stated that they would like to help resolve the traffic. problems. The traffic goes directly to the drive thru. About 5 to 7 percent of the business is done through the drive thru. Page 2 work flow would be reverse. If the building was rotated, the rear would be facing 17 -92, which they do not want. The board asked them to submit their site plan and get with staff for their recommendations first. The board told them that it looked better than the first site plan they submitted. The next item was discussion with Horne Properties on Seminole Centre, represented by Mr. Howle and Mr. White. The items for discussion were: 1) no consideration on traffic flow with the outparcels; 2) fill from Wendy's placed into retention area; 3) stop signs in parking area; 4) drainage in parking area; 5) asphalt areas between local stores; 6) water valve; and 7) entrance on Americana Blvd. Mr. Howle and Mr. White replied saying: 1) at the time designed, they did not know what type of tenants and needs there would be for traffic flow; 2) the fill from the Wendy's site that was placed in the retention area would not affect the required capacity; 3) the stop signs were delivered Thursday and the first 4 -way stop at the main entrance will be changed to a 2 -way stop with traffic stopping north and south; 4) they are working with the contractor to eliminate any standing water problem over the allowed 72 hour drying time; 5) they will asphalt the areas between the local stores as shown on the site plan; 6) the water valve was constructed as per the site plan with one main valve instead of a sectionalized system; and 7) the entrance on Americana Blvd., not on the original site plan, was given administration approval for the curbcut. The geometry for the intersection is there for future signalization when and if it is needed. Americana Blvd. will be barricaded at the east end of the pavement when it is tied into 17 -92. The negotiation for the outparcels had the benefit with the access on Americana Blvd. During discussion, some members felt that there would be no problem with traffic turning left from the centre onto Americana Blvd. and some felt it could cause problems. The Minutes of the previous meeting were approved. There being no further business, the meeting was adjourned.
