01.05.84MINUTES Planning and Zoning Commission Jan. 5, 1984 7:00 P.M. Members Present: J. Q. Galloway, Chairman Gary L. Davidson Brent Carli C. B. Franklin Cliff Miller John Morris Members Absent: Darrell Grieme Sheila Roberts Others Present: Bettie Sonnenberg, Zoning Inspector The meeting was called to order at 7:00 P.M. by the Chairman, J. Q. Galloway. The first item for consideration was a Public Hearing to consider rezoning from RC -1 to GC -2, proeprty at 1910 French Ave., represented by Hosea Rod- riquez for owenr, Michael Tangel. He said the use intended is for Domino's Pizza and the present zoning would allow the use but they need the GC -2 zoning in case Domino's marketing practice should change, to prevent being non - conforming. Mr. Lou Blank was present to speak in favor of the rezoning on behalf of the owner of the former Famous Recipe Fried Chicken across the street. There was no one present to speak in opposition. Mr. Miller moved to recommend approval. Mr. Franklin seconded. Motion carried. The next item was a Public Hearing to consider a conditional use for a duplex in the SR -1 zoned district at 3400 Sanford Ave., represented by Theodore J. Kaiser, III, for the buyer, John Beilstein. He said the entrances will be on Poinsettia Drive. Mr. Beilstein was present and said he plans to live in one of the dwellings and rent the other half. After discussion, Mr. Miller moved to approve the conditional use. Mr. Franklin seconded. Motion carried. The next item for discussion was a final plat for Hidden Lake, Phase III, Unit V, located at Lake Ada Circle, zoned SR -1, represented by WEs Blount. He said this is the last phase of single- family homes they will be doing in Hidden Lakes. Mr. Morris moved to approve. Mr. Davidson seconded. Motion carried. The next item was a site plan for a duplex, addresses 305 -307 Poinsettia Drive, represented by Theodore J. Kaiser, III. After reviewing the plan, Mr. Carli moved to approve. Mr. Miller seconded. Motion carried. The next item was a site plan for Bill Knapp's Florida, Inc. located on Silver Lake Dr. in the MI -2 zone, represented by Craig Batterson and Ron Harbert. Mr. Batterson said it will be the central commissary for a chain of restaurants in Florida. Each restaurant seats about 225 people and are family -type, sit - down restaurants and all will be serviced from the one commissary, each com- missary serving about twenty- five (25) restaurants. After discussion, Mr. Morris moved to approve the site plan. Mr. Franklin seconded. Motion carried. Mrs. Sonnenberg read a letter from the City Clerk to Mr. Russell Harned, who appealed the Planning & Zoning denial of Conditional Use for a duplex be- tween Maple Ave. & French Ave. and between 20th St. and 22nd St. at the meeting of Dec. 1, 1983. The action of the City Commission was to approve the Conditional Ues. The Minutes of the previous meeting were approved. There being no further business, the meeting was adjourned. r J. Q.
