08.02.84MINUTES Planning and Zoning Commission Aug. 2, 1984 7:00 P.M. Members Present: Brent Carli Gary L. Davidson C. B. Franklin J. Q. Galloway Darrell Grieme Cliff Miller Members Absent: John Morris, Chairman Sheila Roberts Bettye Smith The meeting was called to order at 7:03 P.M. by Cliff Miller, Vice- Chairman in the absence of the Chairman, John Morris. The first item was a site plan for Peppertree Village at 3725 S. Orlando Drive, zoned GC -2 and MR -2, represented by Kenneth D. Ehlers for MKT Housing. Mr. Ehlers said the plan is for 264 units, 2 -story multi- family housing with recreation facilities, built in one phase on twenty acres. After discussion, Mr. Galloway moved to approve the plan. Mr. Grieme seconded. Motion carried. The next item was a site plan for Hidden Lake Center, a commercial building located on the NW corner of Lake Mary Blvd. and Hidden Lake Drive in a GC -2 zone. There was no representative present and during discussion it was de- termined that if a site plan has been through proper staff review and recommended, there would be no basis for tabling an item because of lack of representation. Mr. Galloway moved to approve the site plan as presented. Mr. Davidson seconded. Motion carried. The next item for consideration was the final plat and conceptual site plan for Keyes Seminole Industrial Park, located on CR -427, west of Sanford Ave. in the RI -1 zone, represented by Kenneth T.Place for Keyes Realty. Mr. Place said the plan is for office- warehouse condominiums with low usage as far as water and sewer. It was determined that the plans had all been modified to the city's satisfaction and after discussion, Mr. Carli moved to approve the plat and con- ceptual site plan. Mr. Davidson seconded. Motion carried. The next discussion was on the memo from the City Manager regarding mandatory sewer connection requirements for all new subdivision construction. Mr. Knowles said that there are no existing mandatory rules at this time regarding hooking up to the city sewer and the pattern has been for subdivisions to install lift stations. Recently the county has changed their policy whereby they initiated a contact with a developer and agreed to issue a septic tank permit if they would provide for larger lots, which indicates a mandatory rule may be in order. The owners of homes in the subdivision with septic tanks will be issued a special Certificate of Occupancy which states the owner has accepted the septic tank and will also accept responsibility. Page 2 ------------------------------------------------------------------------- - - - - -- Mr. Carli moved to recommend adoption of sanitary sewer system guidelines for residential subdivision construction, as prepared by the City Attorney. Mr. Galloway seconded. Motion carried. The next discussion was on the new Ordinance #1708, providing for Modified PUD -A and Modified PUD -AA. Mr. Carli moved to set a Public Hearing for Sept. 6, 1984 to rezone from SR -1AA to Modified PUD -A, the portion of Hidden Lake developed under the original PUD, and to rezone from SR -1AA to Modified PUD -AA the portion of Sanora developed under the original PUD. Mr. Franklin seconded. Motion carried. The Minutes of the previous meeting were approved. There being no further business, the meeting was adjourned.
