08.16.84MINUTES Planning and Zoning Commission Aug. 16, 1984 7:00 P.M. Members Present: John Morris, Chairman Brent Carli Gary L. Davidson C. B. Franklin J. Q. Galloway Darrell Grieme Cliff Miller Sheila Roberts Bettye Smith Others Present: Bettie Sonnenberg, Zoning Inspector Steven Harriett, Assistant City Manager The meeting was called to order at 7:03 P.M. by the Chairman, John Morris. The first item was a Public Hearing to consider a request for rezoning from AD to MI -2, property located S. of Jewett Lane to SCL RR, W. of Bevier Rd., for the purpose of an Industrial Park, represented by William Hutchison for James H. & Margaret W. Dyson. Mr. Hutchison said the property was purchased with a long range plan for in- dustrial use, complies with the comprehensive plan for the City of Sanford and is the best use for the area. Present to speak in opposition were: Joe Kaiser, Nancy Kaiser, David Murry, David Lee, Mrs. Dean, Patrick Talley, G. Hodges, all property owners in the area and Larry Erickson, owner of R & M Mfg. Co. The opposition stated that the drainage, inadequate streets and roads, possible industrial waste and traffic congestion would lower the value of their property and preferred the area to remain AD. A petition of seventy -five (75) names of property owners in opposition to the rezoning was submitted to the Chairman, along with a state- ment of reason for disapproval. (Attached) Mr. Hutchison stated that the matter before the board is a zoning question for the City of Sanford and the board will also have an opportunity to use the jurisdiction they have to make sure all problems are solved before any construction begins. After discussion, Mr. Franklin moved to recommend denial of the request to rezone, in consideration of the residential property owners in the area. Mr. Grieme seconded. Motion carried over the dissenting votes of J. Q. Galloway, Cliff Miller and John Morris. The next item was a Public Hearing to consider a request for rezoning from AD to MI -2, property located W. of Airport Blvd., E. of Bevier Rd., S. of Albright Rd. and N. of Lincoln Heights Subdivision for the purpose of light manufacturing, represented by Anne Wallace for Albert Leeburg. Mrs. Wallace said the 20 acres on the north was sold to Nash Fabricating and they need more property in order to control what goes in around them. They plan to put in major headquarters and are asking for MI -2. There was no one to speak in opposition. Mr. Carli MINUTES - Planr';ng & Zoning Commission - Aug. 16, 1984 - 7:00 P,M. Page 2 moved to recommend approval. Mrs. Roberts seconded. Motion carried. The next item was a site plan for townhouses at Hidden Lake, represented by Mack LaZenby. He said the plan met all specifications of the City of Sanford and had been recommended for approval by the staff. He stated that there are no drainage problems and none will be created and explained that the lift station will be installed and maintained by the developer. After reviewing the plan, Mr. Galloway moved to approve. Mr. Grieme seconded. Motion carried. The Minutes of the previous meeting were approved.
