05.19.83MINUTES Planning and Zoning Commission May 19, 1983 7:30 P.M, Members Present: J. Q. Galloway, Chairman Jim Barks Gary L. Davidson Darrell Grieme C. B. Franklin Sheila Roberts John Morris Cliff Miller George Willis Others Present: Leah Rogers, Zoning Inspector David Farr, City Commissioner The meeting was called to order at 7 :30 P.M. by the Chairman, J. 0. Galloway. The first item for consideration was a Public Hearing to consider a Conditional Use for the sale of beer and wine for consumption on the premises, to be lo- cated at 2400 French Ave. in the GC -2 zoned district, represented by Raymond Gazil, 122 W. Coleman Circle, Sanford, FL. Mr. Gazil said the building is owned by Mike Basila and will be leased to Poppa John's, Inc. serving pizza and subs with a drive -thru service. He said the back property line will be fenced. There is a seating capacity of 40 -45 and the hours of operation will be 11:00 A.M. to 9:00 P.M. There was no one to speak in op- position. He presented a plot plan showing 27 parking spaces available but the location of the parking spaces appeared to be hazardous and the .board felt a parking plan should be approved by the Engineering Dept. Mr. Miller moved to approve the con- ditional use subject to the proponent coming back with a site plan, approved by the engineering department for parking and drainage. Mr. Franklin seconded. Motion carried. The next item.was a Public Hearing to consider a Conditional Use of used automotive sales to be located on the south side of First St. and W. of Persimmon Ave. in the GC -2 zoned district. Mr. Kevin Sullivan, proponent, was not present to speak in favor. There was no one to speak in opposition. The Public Notice was read and the Hearing continued to the next regular meeting, since there was no one present to represent the request. The next item, a request for conditional use of a home occupation at 107 Ellen Place in the 5R -1 zoned district for a janitorial service was cancelled because there was no proponent present. The next item, a request for conditional use of a home occupation for a specialty contractor at 1316 Persimmon Ave. in the MR -1 zoned district, was dismissed be- cause there was no one present to represent the request. (Rep. -James Burke) The next item for consideration was a request from Charles Cameron, 2005 Oak Ave. to increase the height of an existing concrete block wall from a varying height of 4 to 6 ft. to 8 ft. for privacy and security. He said the reason for the MINUTES - Planning & Zoning - May 19, 1983 - 7:30 P.M. P age 2 increase in height is because the property is lower than the 20th St. and they need privacy in the back yard. Mr. Davidson moved to .approve. Mrs. Roberts seconded. Motion carried. The Minutes of the previous meeting were approved. There being no further business, the meeting was adjourned. Q.
