The meeting was called to order at 7:30 P.M. by the Chairman, J. Q. Galloway.
The first item on the agenda was a request for a conditional use of a home
occupation, telephone service only, for Courtesy Taxi Service, located at
1117 Olive Ave., in the MR -1 zoned district, represented by Carl W. Arnold.
Mr. Arnold said he had signed and understands the home occupation agreement,
but would like to have a base station installed. Mr. Galloway told him that
a base station would not conform to the home occupation agreement and so would
not be allowed.
During discussion it was noted that the area across the street is zoned GC -2
and that will be the main operation of the taxi service and Mr. Arnold agreed
to get magnetic lettering for his car in order to use his home address for
telephone service only.
Mr. Franklin moved to approve the home occupation for telephone service only.,
Mr. Morris seconded. Motion carried with four votes in favor and two in op-
position. Mr. Miller and Mrs. Roberts voted in opposition.
The next item for consideration was a request for an extension of the Conditional
Use for the Maranatha Pentecostal Church, located at 1016 French Ave., rep-
resented by Evans Bacon and members of the congregation. Mr. Bacon said he
had a letter from Seaboard Coastline confirming the sale of the property for
the parking lot for the church and the permit for the church has been obtained.
He said no construction can be started until the paperwork is completed.
He said Mr. McBride, Dade Savings & Loan,. Winter Park, is handling the paperwork
to convey the deed to the church. Mr. Willis asked Mr. Bacon to get something
in writing from Mr. McBride before the next meeting. Mrs. Roberts moved to
table the item until the meeting of Feb. 4, 1982. Mr. Franklin seconded. Mr. Bacon
said the church is holding services three times a week until the new church is
completed.
The next item for discussion was a site plan for a two -story building called
"The Country Loft" at 619 W. 1st St., represented by Victor Richburg. He said
it will be a concrete block building for the main structure, with rough -cut cedar
to give it the look of an old country store and will be specializing in furn-
iture, plants, handmade gifts, etc. It was determined that all the requirements
of the engineering department had been met and the landscaping shown on the plan.
Mr. Morris moved to approve. Mr. Barks seconded. Motion carried.

The next item, a site plan for an office and garage on the first floor and a
three- bedroom apartment on the second floor at Franklin Arms Apts., 1120
Florida Ave. for the manager's use, was dismissed for lack of a proponent.
Mr. Trevor Hall, Jr. was present to represent a site plan of a 264 -unit apart -
ment complex called "Sanford Landing Apartments ", located at 1800 W. First St.
Mr. Hall showed some photos of some existing apartments of the same plan and
said they will be one and two-bedroom apartments renting for $375. to $460.
per month. There was discussion on open area and Mr. Hall said they will have
twice the open area required for the project and that there may be a question
as to whether the open space requirement in the Subdivision Regulations applies
to this particular project. Mr. Morris moved to approve the site plan with the
stipulation that the engineering meet all requirements. Mrs. Roberts seconded.
Motion carried.
Mr. Franklin requested that the City take care of the broken sidewalks on 13th
St. and 18th St. which is overgrown with grass and weeds.
The Minutes of the previous meeting were approved. There being no further
business, the meeting was adjourned.
