Franklin George Willis John Morris Members Absent: Forrest Foggin Frank Whigham Others Present: Leah Rogers, Zoning Inspector E. 0. Keith, City Commissioner The meeting was called to order at 7:30 P.M. by the Chairman, J. Q. Galloway. The first item for consideration was a Public Hearing to consider rezoning from AD, Agricultural District, to MI -2, Medium Industrial District, the property generally described as located east of Mellonville Ave. extended; south of Silver Lake Drive, and north of Pineway. The planned use of the property is for Industrial Park and represented by the owner, Thomas McDonald. Mr. McDonald said if the property were annexed into the city today it would come in as MI -2 because it was zoned MI-A in the county. He said the City needs more industrial property and this would afford more tax dollars and jobs. Mr. Jack Horner, Greater Chamber of Commerce, was present to speak in favor of the rezoning and said he is a member of the Industrial Action Committee and they had met and voted unanimously in favor because of the shortage of property for industrial use. Mr. Scott Burns was present to speak in favor of the rezoning and said he has been a resident of Sanford for 25 years, a member of the Industrial Action Com- mittee and feels the additional industrial property is important to Sanford. Those present to speak in opposition were Mr. Richard Fowler, Mrs. Elyse Cornell, John Tucker, F. Whitner Chase, Jr., Jane Chase, all residents of Silver Lake area, and Walter Morgan, Oaks Ct. Mr. Morgan owns property in the Silver Lake area and agreed with the residents of the area they they have in- dustrial property on two sides now and are in opposition to more industry. Mr. Galloway had a letter from a resident in the area stating that he does not object to the rezoning providing the board consider sightproofing developments that come to the board for approval. Mrs. Roberts said she made the motion to deny the rezoning of this property in 1979 and she did not know that all the homes represented at the meeting in op- position are not in the city and therefore, do not pay city taxes. The property could be paying taxes and she moved to recommend rezoning from AD to MI -2 and to include buffer provisions in future site plan approval. Mr. Morris seconded. Motion carried unanimously. The next item for consideration was a Public Hearing of a Conditional Use for -1- MINUTES - Planning & Zoning Commission - March 4, 1982 - 7:30 P.M. Page 2 ----------------------------------------------------------------------------- self- service gasoline pumps at the Lil' Champ Food Store, located at 1920 French Ave. in the RC -1 zoned district, represented by Henry Mast. After discussion, Mr. Barks moved to approve the conditional use. Mr. Miller seconded. Motion carried. Because there was a site plan for the self- service gasoline pumps and a canopy for the Lil' Champ Food Store, that was the next item for discussion. There was discussion on the location of the pumps and it was suggested they be placed in a different location since the proposed location in front of the store is not desirable because of setbacks and ingress and egress. Mr. Miller moved to table to the next meeting, March 18th, when a new site plan can be submitted. Mr. Barks seconded. Motion carried. The next item was a Public Hearing of a Conditional Use for a duplex located at 2528 Sanford Ave. in the RC -1 zoned district, represented by W.A. Hoffman, Jr. He said there is an existing curb cut on the north side of the lot line and sewer and water to the property. After discussion, Mr. Morris moved to approve. Mr. Miller seconded. Motion carried. The next item for consideration was a site plan of a 192 -unit apartment complex, "Seminole Village Apts." located at 300 W. Airport Blvd. in the MR -2 zoned dis- trict, represented by Tom Briskey. It was noted in the Engineering comments that the interior utilities would be private and not maintained by the City and the drainage will not be on private property because Prospect Drive is open. The facilities must be approved by DER and Seminole County permits will have to be obtained for all work on Airport Blvd. Mr. Willis moved to approve the site plan with the stipulation that permits be obtained from DER and Seminole County before the building permit is issued. Mrs. Roberts seconded. Motion carried. The next item was a final plat for a group housing project. "The Country Place ", for twelve (12) single - family dwellings located at 119 Upsala Rd. in the SR -lA zoned district, represented by Kenneth Steeves for Gallamore Homes. After discussion Mr. Barks moved to approve the final plat, contingent upon permits from DER and Seminole County. Mrs. Roberts seconded. Motion carried. Mr. Evans Bacon requested, from the floor, an extension to the conditional use for a church at 1016 French Ave. for the Maranatha Pentecostal Church. He sub - mitted proof of ownership of property but had nothing to show progress on the loan for the new church. He said the Dade Savings & Loan had refused their request for a 75% loan and it would be impossible for them to raise enough money to pursue the loan. He said they have an option to buy a building owned by Jehovah's Witness on 6th St. but had no contract to purchase the property and have not applied for a loan. Mr. Willis moved to grant a final 60 -day extension on the conditional use for a church at 1016 French Ave. at the end of which time the building is to be vacated. Mr. Morris seconded. Motion carried. The Minutes of the previous meeting were approved as mailed. There being no further business, the meeting was adjourned. J. Q. Galloway, CILrman
