05.06.82MINUTES Planning and Zoning Commission May 6, 1982 7 :30 P.M. Members Present: J. Q. Galloway, Chairman James Barks Cliff Miller Darrell Grieme- George Willis Members Absent: Others Present: John Morris Frank Whigham -- Sheila Roberts i C. B. Franklin Leah Rogers, Zoning Inspector The meeting was called to order at 7 :30 P.M. by the Chairman, J.Q. Galloway The first item for discussion was a request for a conditional use of a home occupation for a Planner Consultant at 2451 Cedar Ave. represented by Storm Richards. Mr. Richards said he is employed by Seminole County and cannot serve Sanford residents so there will be no traffic to the residence. The bulk of his business is in Ocala and he needs the phone and address for the business. Mr. Willis moved to approve. Mr. Miller seconded. Motion carried. The next item for consideration was a site plan of a 21,000 sq. ft. manufacturing and office facility for Florida Electronics & Transformer Co., located at 421 Cornwall Rd. in the MI -2 zoned district represented by Jim Lewis. Mr. Lewis said he understood a septic tank permit would have to be obtained from the Health Dept. before he could get the building permit. After discussion, Mr. Barks moved to approve. Mr. Grieme seconded. Motion carried. The next item for consideration was a site plan of a 36 sq. ft. building for Fotomat, to be located in the parking lot of the Sanford Plaza Shopping Center at 1210 State St. in the GC -2 zoned district, represented by Jeff Whiting. Mr. Whiting had pictures to show the location and explained that the drives had been relocated to meet the engineering requirements of two -way traffic. After discussion, Mr. Barks moved to approve. Mr. Miller seconded. Motion carried. The next item was a request from the floor from Robert J. Franklin, 2315 Lisa Ct. East for a home occupation in order to use his address and phone number for a contractor business. He is licensed and bonded but works from Lake Mary where his equipment is stored with no evidence of a business at the Lisa Ct. address. Mr. Miller moved to approve. Mr. Grieme seconded. Motion carried. The next item from the floor was a request on behalf of the Maranatha Pentecostal Church, 1016 French Ave. by Joe Webb, Pastor of Calvary Baptist Church, Lake Mary, for a 30 -day extension to the conditional use in order for the congregation to find an alternate meeting place until the new church is built. He said he was asked and intends to stay with them until the loan is obtained for the new church and the building constructed. He said they now have a workable plan but do not have a financial statement ready to be presented in order to obtain a loan. MINUTES - Planning & Zoning Commission - May 6, 1982 - 7:30 P.M. Page 2 Discussion followed and Mr. Barks moved to deny the request, based on the fact that the board has granted so many extensions over such a long period of time that he did not feel another extension would be beneficial.
