09.17.81MINUTES Planning and Zoning Commission Sept. 17, 1981 7:30 P.M. Members Present: J. Q. Galloway, Chairman Cliff Miller Forrest Foggin C. B. Franklin Jim Barks Sheila Roberts Frank Whigham George Willis Members Absent: John Morris Others Present: Leah Rogers, Zoning Inspector The meeting was called to order at 7:30 P.M. by the Chairman, J. Q. Galloway. The first item for consideration was a Public Hearing to rezone from MR -2 to GC -2, the property located north of 25th St., south of Country Club Road, east of Airport Boulevard and west of old Lake Mary Rd., represented by Susan Stewart. She said the planned use is for a neighborhood shopping center with a super- market and five or six local stores. The neighboring property is zoned MI -2. After discussion, Mr. Franklin recommended approval to rezone the property from MR -2 to GC -2. Mr. Barks seconded. Motion carried. There was no one to speak in opposition. The next item for consideration was a Public Hearing for a Conditional Use for the sale of alcoholic beverages for consumption on the premises in the GC -2 zoned district at 2545 French Ave., represented by Patricia Thompson. She said the restaurant will be called the Rib Shack and will specialize in bar - bequed chicken and pork and beans. Mr. Jerry Foster, manager of the restaurant, was present to speak in favor and said the Rib Shack will encourage family dining, with good quality meals. There was no one to speak in opposition. Mr. Franklin moved to grant the conditional use. Mrs. Roberts seconded. Motion carried. The next item for consideration was a site plan for a 2,700 sq. ft. building to be leased as offices or convenience retail business or service establishments in the RC -1 zoned district located north of Katherine Court, south of Colonial Way, east of'French Ave. and west of Cordova Drive, represented by Tracy Fair- field. On July 10, 1981 the Board of Adjustment approved a 13 ft. variance on the side yard setback. It was pointed out that even though there is no exit marked on French Ave., there is a 50 -ft. rear exit. After discussion, Mr. Whigham moved to approve the site plan as presented. Mr. Franklin seconded. Motion carried. The next item for discussion was a site plan for a church for Maranatha Pente- costal Church, Inc. in the MR -1 zoned district located between Avocado Ave. and Pecan Ave. on W. 7th St. addressed as 610 Pecan Ave., represented by Elder MINUTES - Planning & Zoning Commission - Sept. 17, 1981 - 7:30 P.M. Page 2 Evans Bacon. Mr. Bacon said he was aware of the comments from the Engineering Dept. regarding the site plan showing the water and sewer service locations and the increase of the entrance on Avocado Ave. He said they were also aware of the drainage problems in the area and the revised site plan shows the flow of water and they plan to install drain pipe and cover it. There was a question regarding the paving of Avocado Ave. and the parking lot planned for property across Pecan Ave. and it was requested that the parking plan be shown on the same plan as the church and resubmitted. Mr. Barks moved to table the item until the next meeting on Oct. 1, 1981. Mr. Franklin seconded. Motion carried. Mr. Bacon said the Maranatha Church at the present location at 1016 French Ave,. ` was requesting an additional 30 days' extension of the conditional use. Mr. Willis moved to grant an additional 30 days. Mrs. Roberts seconded. Motion carried. The Minutes from the previous meeting were approved as corrected by the secretary and copies of the corrected page were given to each member.
