10.01.81MINUTES Planning and Zoning Commission Oct. 1, 1981 7:30 P.M. Members Present: Members Absent: J. Q. Galloway, Chairman James Barks Forrest Foggin Cliff Miller George Willis C. B. Franklin Sheila Roberts John Morris Frank Whi.gham 4 1 Others Present: Leah Rogers, Zoning Inspector The meeting was called to order at 7:30 P.M. by the Chairman, J. Q. Galloway. The first item for consideration was a Public Hearing to rezone from SR -1 to MI -2, the property located south of Depot St., east of Woodmere Park, 2nd Replat and west of the SCL railroad, planned for industrial use. There was no one present to speak in favor of the request. Present to speak in opposition were the following: Eugene Neighbors, Sy Green- berg, Wilma Rasey, Lyle Sharp and Calvin McMennamy, all residents of Grove Dr. The property owners all were in opposition to the rezoning because they are opposed to medium industrial zoning so near their residential area. They feel that additional dust, noise and traffic would be detrimental to their area. After discussion, Mr. Foggin moved to drop the request until the applicant, Frederick DeRoose, reapplies. Mr. Barks seconded. Motion carried. Note: The City Attorney ruled that the above action would be considered a denial of the request. The next item for consideration was a Public Hearing for a Conditional Use for the sale of beer and wine for consumption off the premises in the RC -1 zoned district at 710 Lake Mary Blvd. and a site plan of a convenience food with self- service gas pumps for Little Food Town Stores, Inc. in the RC -1 zoned district, represented by Kenneth Calder. It was reported from the staff that all requirements had been complied with and all driveway, drainage and septic tank permits have been verbally approved. There was no one present to speak in opposition. Mr. Barks moved to approve the conditional use for the sale of beer and wine for consumption off the premises and the site plan as submitted, with the stipulation that all other permits are obtained. Mr. Miller seconded. Motion carried. The next item for discussion was a site plan of a 1,920 sq. ft. building to be used as any commercial use of a retail and service nature or offices in the SC -3 zoned district at 413 W. First St., represented by John Dickey. It was pointed out that the plan presented was a revised plan and all corrections had been made. Mr. Miller moved to approve. Mr. Foggin seconded. Page 2 The next item for discussion was a site plan of a 36,000 sq. ft. building for a Truss Plant and a 1,025 sq. ft. office for Scotty's, Inc. in the RI -1 zoned district at the Sanford Airport on E. 26th Place, represented by Orlando Wright. Mr. Wright said it would be a typical truss plant operation with the lumber ar- riving by rail, and the operation will be cutting and fastening. The only dust will be from sawing of trusses and the end pieces are put into a bin and hauled away. Mr. Barks moved to approve. Mr. Miller seconded. Motion carried. Mr. Russell Odham was present to represent the First Baptist Church, located at the SE corner of Park Ave. & 6th St. He was requesting a waiver of the 5 ft. landscaping between the paved parking lot and 6th St. with the landscaping being placed across the front and utilize two driveways on Park Ave. for entrances. He also requested a variance on the driveway width and was informed that the Planning & Zoning Commission could not rule on that. Mr. Miller moved to waive the landscaping on the 6th St. side.
