Galloway, Chairman George Willis Others Present: Al Payne, Zoning Director Mack LaZenby, City Engineer /Utility Director Rick Holloway, Engineering Staff Bill Braceland, Building Official The meeting was called to order at 7:35 P.M. in the Commission Room, City Hall for the purpose of discussing the areas in the city zoned PUD. Mr. LaZenby had plans of the PUDS, Sanora, Hidden Lakes, Americana and Dreyfus (Carriage Cove) The plans were of the original platted PUDS and then some to show the changes which have been made since the original platting. In the Sanora PUD, 46 acres were designated to Sanora South which is 18% developed and Sanora I is 90% developed. Hidden Lake has 90% of area undeveloped. There are 10 owners in the total PUD zoning undeveloped at this time. There has been continuous development to all areas which prevents rezoning from PUD because of lack of activity, stated in the Ordinance. The original ordinance stated that 100 acres, under one ownership, constituted a PUD, and was changed to 20 acres at a later date. At the present time, if a builder comes in he must build according to the original plan or request a change in the development plan and get approval from the Planning & Zoning Commission. An alternate method of planning is desired and the alternative methods were discussed. Mr. LaZenby provided each member with an up -to -date printed synopsis of all three PUDS and spoke to them on the pros and cons of PUD zoning resulting in four possibilities of solution. 1. Write separate definitions, guidelines and regulations which would be specific to PUDS. 2. Rezone undeveloped areas of all PUDS back to zoning classification .before the PUDS were approved. 3. Redefine PUDS as areas of a minimum of 100 contiguous acres under one ownership. Parcels within existing PUD areas that do not conform to that criteria could be developed in accordance to existing approved de- velopment plan or be rezoned to conventional zoning. 4. Consider rezoning undeveloped areas of existing PUDS to conventional zoning that would match as closely as possible the approved development plan. Assuming PUDS could be redefined as 100 acres or more, under one ownership, the smaller parcels within the total PUD areas would be considered for conventional rezoning with the areas of 100 acres or more remaining as PUD . It was decided to set another Workshop for May 8, 1980 to further discuss the five methods of handling the PUDS, and then to invite the owners of property within the areas to a Workshop for input from the owners viewpoint. Mr. LaZenby requested the Board's opinion on a site plan being prepared for a storage building for Westinghouse at the Airport. The building will be contained in the present fenced area inside the T- Hangar area and he said he could have the site plan ready by the May 1, 1980 meeting, but wanted an opinion. The Board agreed that preliminary construction could be started on this notification. The Workshop scheduled for May 8, 1980 will be to study rezoning of PUDS as they relate to the Comprehensive Land Use Plan. There being no further business, the meeting was adjourned.
