Franklin Sheila Roberts Others Present: Al Payne, Zoning Director Mack LaZenby, City Engineer /Utility Director The meeting was called to order at 7:30 P.M. in the Commission Room, City Hall, for the purpose of further discussing the areas in the city which are zoned PUD. Mr. LaZenby submitted charts of the PUDS, Sanora, Hidden Lakes, Americana. The charts compared the development plan density with the Comprehensive Plan density of each PUD. There has been continuous development in all areas which prevents rezoning from PUD because of lack of activity, stated in the Ordinance. The original ordinance stated that 100 acres, under one ownership, constituted a PUD, which is now changed to 20 acres. If a builder comes in he must build according to the original plan or request a change in the development plan and get approval from the Planning and Zoning Commission. Alternative methods were discussed. After discussion, Mr. LaZenby suggested to the Planning & Zoning Commission that they consider a combination of the following possibilities: A) Write separate definitions, guidelines and regulations which would be specific to PUDS. B) Redefine PUD as areas of a minimum of 100 contiguous acres under one ownership. Parcels within existing PUD areas that do not conform to . that criteria could be developed in accordance to existing approved de- velopment plan or be rezoned to conventional zoning. C) Consider rezoning undeveloped areas of existing PUDS to conventional zoning that would match as closely as possible the approved development plan. No action was taken by the Commission. It was decided to set another Workshop for May 15, 1980, immediately following the regular session to further discuss areas in the city zoned PUD, and then to invite the owners of all three PUDS to a Workshop, taking one PUD at a time.
