06.19.80MINUTES Planning and Zoning Commission June 19, 1980 8:00 P.M. Members Present: J. Q. Galloway, Chairman William Royster Cliff Miller C. B. Gallagher, Jr. C. B. Knowles, City Manager Al Payne, Zoning Director The meeting was called to order at 8:00 P.M. by the Chairman, J. Q. Galloway. The first item for consideration was a site plan for a 17' x 28' addition to the Gingerbread House Child Care Center, in the GC -2 zoned district at 2536 Elm Ave. represented by Mr. Earl M. Pfluke, Jr. He said they need the addition to separate the age groups for more efficient operation. After discussion, Mr. Royster moved to approve. Mr. Gallagher seconded. Motion carried. The next item for consideration was a site plan for the relocation of 5 drive - thru teller stations for the Flagship Bank in the SC -3 zoned 'district at 200 W. 1st. St., represented by LeRoy Robb. During the discussion regarding land- scaping, trees and shrubbery were added to the site plan. Mr. Robb said that when the new construction is finished the existing stations will be removed. This was not part of the approved plan. Mr. Miller moved to approve. Mr. Barks seconded. Motion carried. The next item for discussion was a site plan and a request for a conditional use for a 1559 sq. ft. classroom addition to the Hickory Ave. Church of God in the MR -2 zoned district at 503 Hickory Ave. represented by Rev. Sanders. The Board of Adjustment granted a variance of 7 ft. on June 13, 1980 but the site plan had not been changed to reflect this or any commitment on the paving of the parking lot or the alley to be used for access. Mr. Willis moved to table the item until a revised plan is presented. Mr. Franklin seconded. Motion carried. The Minutes from the previous meeting were approved. The regular meeting was adjourned in order to open the Work Session for discussion of PUD zoning. Mr. Knowles was present to answer the questions from the board members regarding representation from the engineering staff at the meetings. He said all information would be channeled to the Zoning Director regarding any changes which might alter the information in the written comments from Engineering. There was dis- cussion regarding the Comprehensive Land Use Plan and Mr. Knowles said the members would receive their copies when the allotted time had elapsed for comments from other cities and counties and final approval by the City Commission. He also said the board would be provided with recommendations for rezoning inactive PUD areas, recommended changes to the Zoning Ordinance regarding PUD, definition of Townhouse, and other changes. Referring to a memo from the Zoning Director dated May 15, 1980, the following recommended changes were made, passed and tabled until the next meeting in order to include a Townhouse" clarification to be made at the July 3rd meeting and advertise at one time for a Public Hearing to make these changes: Page 1773, Article VIII, Section 4. Townhouse Change (1) to read: (1) Minimum side yard: none where units joined by common walls. Where not joined by common walls, side yard shall be at least 10 ft. Change (2) to read: (2) A minimum rear yard of 20' is required. Change (3) to read: (3) A minimum front yard of 20' is required when fronting on a street. Planned Unit Development Page 1765, Article VIII A. (6) Delete Subsections c, d and e. Page 1766, Article VIII B. (1) Change to -read: (1) A parcel which is proposed for a Planned Unit Development must contain a minimum area of 100 contiguous acres in single ownership at the time an application is made for Planned Unit Development approval. The Zoning Director said there would be a recommendation for consideration for a definition of "Townhouse" at the next meeting. He also showed the members the original master plan for Hidden Lakes as revised in 1974 and a redevelopment concept plan presented by Tommy Peterson in Oct. 1979 and asked the board to review them as they relate to the Comprehensive Land Use Plan Map.
