02.17.77MINUTES Planning and Zoning Feb. 17, 1977 8:00 P.M. Members Present: Arthur Harris, Bob Karns Wm. Royster J. Q. Galloway Rudy Sloan Members Absent: Jeff Davis Victor Gischler C. B. Franklin Jack Bridges Others Present: Commission Chairman John Steffens, Zoning Inspector The meeting was called to order at 8:00 P.M. by the Chairman, Arthur Harris. The first item on the agenda was a site plan for Austin Development`. project on south side of Celery Ave., between Locust & Mellonville. After discussion, it was generally agreed that the concept was all right but that site plan approval would depane on drainage engineering and alignment of the streets to make it compatible with the existing streets. The next item on the agenda was a request for conditional use in SC -3 zoned district for Pet Supply warehousing, wholesale only, at 200 Magnolia Ave., represented by Joe Morgan. Mr. Galloway moved to grant the conditional use, Mr. Royster seconded. Motion carried. The next item for discussion was the memo from the City Manager and Building Official concerning the change to the Zoning Ordinance to add: Section 13, AD, Agricultural District, under "Uses Permitted" (new section) (1) Sanitary landfill operation after a minimum of two (2) public hearings by Sanford City Commission. The members decided that there should also be a new Section added to the ord- inance to make it conform with other sections, whereby the P & Z Board would have the option to approve a development plan, and a memo directed as follows: Article V. Use Provisions Section 13, AD, Agricultural District Add new Section A, to read: A. Uses Permitted (1) Sanitary landfill operation after of two (2) Public Hearings by Sanford mission. B. D. Density Controls (Text to remain the same as existing sub - paragraph B) E. Off- Street Parkin (Text to remain the same as existing sub - paragraph C) Mr. Sloan moved to set a public hearing for March 1977, to change the Zoning Ordinance. Mr. Galloway seconded.
