04.21.77MINUTES Planning and Zoning Commission April 21, 1977 8 :00 P.M. Members Present: Arthur Harris, Chairman J. Q. Galloway Jeff Davis Rudy Sloan Vic Gischler C. B. Franklin Wm. Royster Members Absent: Bob Karns Jack Bridges Others Present: Al Payne, Inspector Mack LaZenby, City Engineer The meeting was opened by the Chairman, Arthur Harris, at 8 :00 P.M. The first item on the agenda was a request for a change of use at 1301 Park Ave., to a Flower Shop, and conditional use tor a ground sign, represented by Judy Kriger. Mr. Franklin moved to grant the request, providing a letter be submitted from the owner of the pro- perty across the street by the Fina Station, giving her permission for at least four parking spaces, and a sign be posted by her drive - way-"No Parking- Parking Across The Street" Mr. Davis seconded. Motion carried. The next item for discussion was a request for a change of use of 401 Sanford Ave. to a Night Club, with conditional use for the sale of beer and wine for consumption on premises, represented by Charles Mitchell. Mr. Davis moved to approve with the stipulation a letter be obtained granting permission for parking in the Park & Shop lot after hours. Mr. Sloan seconded. Motion carried. The next item for discussion was a request for a home occupation at 204 E. 16th St., represented by Andrew Kutz, Architect. He has signed the Home Occupation Form, and will comply. Motion to approve by Mr. David, seconded by Mr. Gischler. Motion carried. Mr. Mel Mindich was present to introduce some changes in the original concept for The Arbors. FHA requirements brought about the changes, which consisted of changes in the width of the street and that the roads be public instead of private. Mr. Galloway moved to approve the changes, Mr. Franklin seconded. Motion carried.
