05.05.77MINUTES Planning and Zoning Commission May 5, 1977 8:00 P.M. Members Present: Arthur Harris, Chairman J. Q. Galloway Wm. Royster Rudy Sloan Jack Bridges Jeff Davis Members Absent: Others Present: Bob Karns Vic Gischler C. B. Franklin John Steffens, Zoning Inspector Mack LaZenby, City Engineer Vernon Mize, City Attorney The first item on the agenda was a Public Hearing on the rezoning from MR -11, to AD, 23 acres on the NE corner of Paola Rd. $ Oregon Avenue. Due to the opinion of the City Attorney, the Public Hearing was postponed for publication in accordance with the Florida Statute, with the hearing to be held on June 2, 1977. The next item for discussion was a site plan for Lill Champ store on the SE corner of Mellonville and 25th St., represented by Jim Edmonds, Jackson- ville, FL. After discussion regarding exit and entrance, suggested changes were noted on the site plan. Mr. Bridges moved to approve the plan, with the noted changes. Mr. Galloway seconded. Motion carried. Mr. Edmonds agreed the plan would be redrawn before submitting for permit. Mr. Galloway moved that a sight -proof fence for the back of the store be required. Mr. Sloan seconded. Motion carried. The next item for discussion was a request for site plan approval and change of use of a portion of commercial building, to residential, in RC -1 zoned district at 2201 French Ave., represented by Gordon Meyer. After discussion, Mr. Sloan moved to approve. Mr. Davis seconded. Motion carried. The next item was a site plan for an additional building on the Action Honda site, represented by Grady Johnson. Mr. Sloan moved to approve the plan, provided the drainage meet the approval of the City Engineer. Mr. Bridges seconded. Motion carried. According to Ordinance #1381, the members of the Planning and Zoning Board determined terms of membership by drawing lots. The recording secretary drew for the absent members, and terms are to expire: June 30, 1978: Art Harris, Bob Karns, Vic Gischler June 30, 1979: C. B. Franklin, J.Q. Galloway, Jeff Davis June 30, 1980: Jack Bridges, Rudy Sloan, Wm. Royster The minutes of the previous meeting were approved as mailed. There being no further business, the meeting was adparned.
