Knowles, City Manager Bill Braceland, Building Official Mack LaZenby, City Engineer David Farr, City Planner The meeting was called to order by the Chairman, Arthur Harris. The first item from the agenda. was a Public Hearing to consider rezoning that area described as located between Maple Avenue and 2nd. Street, Pecan Avenue and 8th. Street, from MR -1 and MR -2 to that of RI -1. Present to speak in favor of the rezon- ing Mr. Ray Brently, grocery store owner; Mr. Tom Downing, Acme Conveyor; Mr. Wallace of 915 W. 3rd. Street; Mr. Jerry Farella,4th. Street and Pecan Avenue; Mr. David Smith, Seaboard Coastline; Mr. Chris Ebaugh, B. Edwards Builders; Mr. Richard Horton, B. Edwards Builders; Mr. J. D. Freeman, 819 W. 3rd. Street; and Mr. Rogero, Wallace Cabinet Shop, all of which favor the rezoning in order to expand and improve their business. Those in opposition; Mr. Wilton Hooks, Mr. John Crews, Josie Smith and Ms. Martha Franklin, all of which were concerned about the effect on residential property. Mr. Harris explained that in the rezoning plan the Board had considered exempting any residences in the areas. Mr. Sloan moved to recommend the rezoning of below property from MR -1 to RI -1, that property described as: The Seaboard Coastline property in Section 25, Township 19, Range 30, generally located North of 8th. Street, West of Maple Avenue, South of 6th. Street and East of Poplar Avenue, and all of Block 8, Tier 13. and The Florida Public Utilities Company property North and East of Railway, Block 8, Tier 11 and 12. and The City of Sanford property in Block 8, Tier 10 and 11. Also recommend rezoning from MR -2, to RI -1, that property de- scribed as: All of Block 5, Tier 12, and Lots 1,6,7,8,9 and 10 of Block 5, Tier 11 and the Southeast h of Block 6, Tier 13, and the North ;I of Block 6, Tier 13 and all of Block 6,'Tier 12 and all of Block 7, Tier 14, and all of Block 7, Tier 12, less the Planning and Zoning Commission June 26, 1975 Page 2 South 50 feeto of west 124 feet, Block 7, Tier 12. Also reco- mmend rezoning from MR -2 to that of GC -2; Lot 5, 9, and 10, Block 7, Tier 11. Mr. Moncrief seconded the motion. Motion carried. Next on the agenda was a Public Hearing to review the State Comprehensive Planning Act of 1975, as it related to the pro- posed City Comprehensive Planning Act. David Farr, City Planner, made a presentation to the members, and after discussion Mr. Galloway moved, as the the City of Sanford Land Planning Agency, to recommend to the City Commission, the adoption of the Comp- rehensive Development Plan of Sanford, Florida, dated May, 1975. A-large group of people were in attendance, and asked to remain if they wished. A considerable number did stay, and the Chairman asked for, and received, comments from the audience. The next item was a request from the floor by Mr. Amos Jones for permission to remodel the old Star Theatre, 1017 W. 13th St. as an office for SEEDCO. After discussion, a motion to approve by Mr. Moncrief, seconded by Mr. Royster. Motion carried. Arthur H. Harris, Chairman
