11.06.75MINUTES Planning and Zoning Commission November 6, 1975 8 :00 P.M. Members Present: Arthur Harris, Chairman Bob Karns C. B. Franklin Slim Galloway Members Absent: Wm. Royster Jeff Davis Rudy Sloan Vic Gischler Others Present: John Steffens, Zoning Inspector Dave Farr, City Planner The first item on the agenda was a Public Hearing to consider a change to the Zoning Ordinance as it pertains to the recommended reduced living area in the SR -1 Distriet. Mr. Paul Jarvis present to speak in favor, no one to speak in opposition. Mr. Karns moved to recommend the change, Mr. Franklin seconded. Motion carried. The continuation of a Public Hearing from March 21, 1974 Planning and Zoning meeting was next on the agenda. A request to rezone Lot 3, Blk 17, Chapman & Tucker Addition (505 E. 3rd St.) from MR -2 to GC -2. Mr. W. B. Doherty and Norman Southerland present to speak in favor. No one to speak in opposition. Mr. Franklin moved to recommend the change in zoning, Mr. Karns seconded. Motion carried. The next item on the agenda was a Public Hearing'to consider re- zoning Lots 15, 16 & 17, Blk 13, 3rd Section Dreamwold, 2400 Block of Maple, south of 24th Place, from SR -1 & RMOI to GC -2. Mr. Lynn Cooper was present to speak in favor and explained he wants the rezoning to allow a small nursery. There were four present - position, Clem Leonard, Henry Shane, Jerry Kirkman, and Robe rr. 4 V A ma.ilagram was submitted from Herman Doerr stating opposition. The following letter was submitted: City of Sanford Planning & Zoning Comm. Dear Sirs: Nov. 6, 1975 Re: Rezoning of property described as lots 15 & 16 Blk 13, 3rd Section of Dreamwold. Aa we are unable to attend this meeting tonight and do wish to express our views please accept this letter. We are not in favor of rezoning to commercial. We fell it would add to traffic problems already existing in this area. We also have a noise (truck) problem, with a northern breeze we have debris scattered in our yards from the shopping area presently there. The next item a request for a conditional use for the sale of beer and wine for consumption off premises at the Cumberland Farms Store at Airport Boulevard and Sanford Avenue. Mr. Karns moved to ap- prove, Mr. Galloway seconded. Motion carried. Mr. Ray Crank was present to offer a revised site plan for a church at 10th & Hickory. Mr. Galloway moved to accept the revised plan, Mr. Franklin seconded. Motion carried. Mr. Cosmo Yallouraris presented a plan for a change of use at 1002 French Ave. for a fish market. Mr. Franklin moved to accept the plan with some revisions regarding parking, Mr. Karns seconded. Motion carried. The next item on the agenda was a request for a conditional use and change of use to an automobile engine repair and rebuilding at 308 N. Myrtle Ave., represented by Wayne Sewell. Mr. Franklin moved to set a public hearing for November 20, 1975 to consider the conditional use. Mr. Karns seconded. Motion carried. The next item for discussion was the addendum to the agenda, a change of use at 2440 S. French Ave. to a Young Adult Night Club, represented by Peter Ward. There was no one in opposition. Mr. Galloway moved to approve the change of use, Mr. Karns secon ded.Motion carried. The next discussion was on the Memo from the City Manager be the Building Official regarding public hearings for conditional uses'`''° After discussion Mr. Franklin moved to send a Memo to the City Commission that if the City Commission prefers to make the final decision on all conditional uses, we recommend that they change the Ordinance so that the application goes directly to the City Com- mission and they notify the property owners, hold the Public Hearing and make the final decision. Mr. Karns seconded, motion carried. Mr. Alan Dickey was nominated to fill the vacancy on the Planning and Zoning Commission, and the Zoning Inspector asked to call Mr. Dickey and ask him to serve. Minutes from the last meeting were approved as mailed. There being no further business, the meeting was adjourned.
