Franklin Members Absent: Jeff Davis Edward Blacksheare Rudy Sloan Others Present: Al Payne, Zoning Director Dave FarV, City Planner Mack LaZenby, City Engineer W. E. Knowles, City Manager The meeting was called to order by the Chairman, Arthur Harris. The first item on the agenda was a Public Hearing to consider a change and amendment to the Zoning Ordinance, Article V, Section 7. RMOI, Paragraph B. Conditional Uses Permitted amended to read: (4) Barber Shops, Beauty Shops,an.d Apothecary Shops. (Allowed only when a part of a larger multi- family structure) (5) Uses Prohibited - Any business, except apothecary shops, which displays merchandise, or any business re- quiring the handling and storage of merchandise to be sold on the promises shall be prohibited in the RMOI, Multi - family Residential, Office and Institutional District. Motion to approve the change by Mr. Karns, seconded by Mr. Gischler. Motion carried. The next item was a Public Hearing to consider a request to rezone from SR -lA, Single - Family Residential Dwelling District, to GC -2, General .Commercial District, property located at 1317 Elm Avenue. Danny Martin appeared to speak in behalf of ft request, and said there are already small businesses in the area and the plan for the property.in question is for a small ware - house. Planning and Zoning Commission October 3, 1974 Page 2 The following people appeared in opposition to the rezoning: Mr. M. L. Raborn, Connie Fowler, Mr. R. A. Cobb, and Margaret Burke. All these have adjoining property, and strongly objected to rezoning an area that has been residential, and hope to keep it that way. Motion to deny the request by Mr. Karns, second by t4r. Gischler. Motion carried. The next item on the agenda was to set a Public Hearing for rezoning toMI -2, property petitioned for annexation to the City. Atlantic Land and Improvement Company ;nd Seaboard Coast Line Railroad Co., property located north of Country Club Road, east of Southwest Road, south of 20th St., and west of SCL vacated R /W. Mr. Franklin moved to set the Public Hearing for November 21, 1974, Mr. Gischler seconded, motion carried. The next item to be considered was a discussion of a preliminary development plan for San Situs, LTD., Druid Park Amended Plat, north of Sanford Plaza. Representatives present were Bill Snow and Steve Provost of Environmental Design Group ,Winter Park, George McCammon, General Partner, San Situs Ltd., Altamonte Springs, and Cal Conklin, Clark Dietz & Associates, Sanford. Mr. Provost presented the facts on the water re- tention area planned and a cross - section showing the shape and planned depth. The request was for approval of the de- velopment concept only. Mr. Karns moved to approve the de- velopment concept, and leave the engineering to the City. Mr. Berrien seconded. Motion carried. Mr. Karns moved to approve the engineering development of Shannon Drive, with the assurance of Mr. Knowles that the engineering is correct, and incorporating the memo dated 10 -1 -74 from Mr. George McCammon to the City Manager. The storm water retention area is not approved, pending approval of the engineering by the City, and the owners were cautioned regarding the inclusion of adequate playgrounds and recreation areas in each develop- ment. The next item for discussion was the site plan for revision of Carriage Cove Mobile Home Park, represented by Mr. Frank D'Amico. He asked for permission to add three more lots on the present site. Looking over the plan, it was the general feeling that this could not be done without using the portion allowed for swale, and for recreation area in the original plan. Mr. Franklin recommended the City Planner look at the wtual site before making a decision, seconded by Mr. Karns. Motion carried. Planning and Zoning Commission October 3, 1974 Page 3 The next item was the request for a conditional use in the GC -2 District for an Automotive body, repair, and paint shop at 402 Celery Avenue, represented by Mr. Robert Tesla. He explained the type of work he plans to do will be truck repair on privately owned trucks. Mr. Karns moved that the conditional use be granted, with the provision that no body work, or Mork that re- quires starting of the engine be done after 8:00 P. M. Seconded by Mr. Moncrief. Motion carried. The City Engineer, Mack LaZenby was present to show and discuss the plan for a City Dog Pound, located at the Sanford Airport. Mr. Gischler moved to approve the site plan, seconded by Mr. Moncrief. Motion carried. The restriping of 17 -92 was brought up for discussion and al- though the primary purpose of creating a slower lane of traffic for turning left into shopping center, etc, is good, the need is still present for a "Right Turn Only" sign at the Bank. The City Engineer brought up for discussion the need at times, for some minor changes in site plans, and the question as to whether these minor changes need to be brought before the Board. The members agreed the City Staff should be allowed to make such changes at theme own discretion. In the matter of RMOI District and the question of alcoholic beverages, it was agreed that the original intent was that Clubs, Lodges, and Fraternal Organizations were allowed the sale of alcoholic beverages for consumption on the premises, in accordance with the City Code. Regarding the hours of operation in the RC-1 District, it was decided that it should be left open, and each case considered separately. At the request of the Board at Director directed a letter to curbside mailboxes as follows: George Coleman, Postmaster 221 N. Palmetto Avenue Sanford, Fla. 32771 the last meeting, the Zoning the Postmaster regarding the Sdptember 24, 1974 Dear Mr. Coleman: At it's regularly scheduled 1974, the City of Sanford Planning a motion to officially request that meeting on September 19, and Zoning Board made efforts be directed to Planning and Zoning Commission October 3, 1974 Page discourage the use of rural mail boxes within the City Limits. It is our concern that concerted progress in a city -wide beautification program would be greatly de- preciated with rows of curbside mailboxes. Your. cooperation in this effort is appreciated.
