12.19.74Planning and Zoning MINUTES December 19, 1974 Members Present: Robert Karns Vic Gischler C. B. Franklin Dave Berrien Members Absent: Edward Blacksheare Rudy Sloan Jeff Davis Arthur Harris Kirby Moncrief Commission Others Present: Bill Braceland, Building Official /Mack LaZenby, City Engineer John Steffens, Zoning Director /Dave Farr, City Planner In the absence of the Chairman, Mr. Robert Karns was acting Chairman, and announced to the members and the citizens present that no action could be taken at the meeting due to the lack of a quorum. He announced that the pros and cons could be heard, and the tape played at the next regularly scheduled meeting and the members of the Board could listen, discuss, and make decisions. The first item for discussion was the Public Hearing scheduled for a request to rezone from RMOI, Multiple- Family Residential, Office, and Institutional District, to GC -2, General Commercial District, property on the south of West First Street, between Avocado Avenue and Mangoustine, Lots 9 to 29, and 36, Graceline Court. Mr. Quintas Ray was present to speak in behalf of the request, and introduced Mrs. Estes and Mr. George as co- sponsors of the rezoning. The Building Official read the description of allowable uses in a GC -2 zone, in answer to a question by Mrs. Estes. Mr. Lee Armstrong, Orlando, Fla., owner of prepertty` in ad- joining block to the property in question, appeared to speak in opposition. The next item for discussion was the scheduled Public Hearing to consider a request to rezone from RC -1, Restricted Commercial District, to GC -2; General Commercial District, property located 2400 Block, west side of French Avenue, Lots 1 and 6, and 15 to 20, less south 50' of Lots 1 and 20, Block 15, Dreamwold, 3rd Section. Mr. A. G. DeWitt, Rt. 1, Box 72, Maitland, Fla., was present to speak in favor, and explained that the purpose of the rezoning is to be able to put a restaurant in. Mr. Louis Tobin, 113 Hickory Tree Rd., has property on the corner of 24th and S. French Ave., and spoke in favor of the rezoning. -1- Planning & Zoning Commission Dec. 19, 1974 Page 2 Mr. Otto Thomas, Otto's Barber Shop, appeared to speak in favor, and indicated that his property could be included. Regarding the next item on the agenda, a.�request for a conditional use in the SC -3, Special Commercial District, for the sale of alcoholic beverages for consumption on the premises at 300 South Sanford Avenue, there was no one present to speak in favor, or against. Bill Braceland, Building Official, told the members present that Mr. Stanley Stoll, General Manager of Art Grindle Wheel Ranch, S 17 -92, is asking permission to move the statue of Art Grindle up to the Wheel Ranch on 17 -92. It was agreed that this question should be given to the City Attorney for a decision as to whether it would come under the "sign ", or "structure" provision. At the end of this discussion Mr. Dave Berrien arrived, making a quorum. The meeting was called to order to consider rezoning of South 50' of Lots 1 and 20, Block 15, Dreamwold, 3rd Section. Motion to set a Public Hearing by Mr. Berrien, second by Mr. Gischler. Motion carried. On a motion by Mr. Franklin, Aeconded by Mr. Berrien, the meeting was adjourned. Robert Karns, Presiding Ch.
