Lazenby, City Engineer A. A. McClanahan, City Commissioner The meeting was called to order by the Chairman. The first order of business was to hold a public hearing to consider a request to rezone from SR -lAA, Single - Family Residential District, to that of RC -1, Restricted Commercial District, property located at 714 Florida Avenue, described as Lots 7 and 8. Block 22 Dreamwold 4th Section. The Chairman announced that he would hear from anyone wishing to speak in favor of, or in opposition to this zoning change. The applicant for the rezoning, Mrs. Betty Watson, 714 Florida Avenue, spoke in favor of the rezoning. Mrs. Watson explained that she had requested the rezoning in order to be able to operate a child day care center at this site, which she considers an ideal location for this use. She proposed the enrollment of 10 to 15 children for the present, utilizing the existing house on the property. No one spoke in opposition to the zoning change. After consideration, a motion was made by Mr. Karns to recommend to the City Commission the rezoning of Lots 7 and 8, Block 22, Dream - wold 4th Section, from SR -lAA to RC -1. The motion was seconded. by Mr. Davis and was carried. A public hearing was next held to consider a request to rezone Planning and Zoning Commission April 4, 1974 Page 2 ----------------------------------------------------------------- - - - - -- from SR -lAA, Single - Family Residential District, to that of MR -1, Multiple - Family Residential Dwelling District, the newly annexed property of the Sanford Christian School and the cemetery property, described as: Beg. 17.48 ch S and 2107.56 feet W of the NE corner Section 2, Township 20S, Range 30E, Run S 1188 feet, W 722.06 feet, N 1188 feet, E to POB. AND Beg 1313.96 feet W of NE cor Section 2, Township 20S, Range 30E, Run S 12 ch, E 99.2 feet, S 426.4 feet, W 426.2 feet, N 59.2 feet, W 523.8 feet, N 7 ° 10' E 10.04 ch, W to Railroad, Nly on Railroad to N line of said Section, E to Beg. I AND Beg at the int of N line Section 2, Township 20S, Range 30E and Ely line of vacated A.C.L. RR /RW; Run SWly along Ely line of said RR R/W to a pt which is 495 feet S of N line of said Section, W to Wly line of said RR R /W, NEly along Wly line of said RR R/W to N line of said Section, E to Beg. The Chairman asked if anyone wished to speak in favor of, or in opposition to the request for change in zoning. Commissioner McClanahan commented that MR -1 was the only zoning district that would permit kindergarten through 12th grades, and also cemeteries. No one appeared to speak in opposition to the change in zoning. After consideration, a motion was made by Mr. Sloan to recommend . to the City Commission the rezoning of the previously described cemetery property and the Sanford, Christian School property from SR -IAA, Single - Family Residential District, to that of MR -1, Multiple- Family Residential Dwelling District. The motion was seconded by Mr. Blacksheare and was carried. A public hearing was next held to consider a request to rezone from SR -IAA, Single- Family Residential District, to that of SR -1, Single - Family Residential Dwelling District, that recently annexed property described as Lots 1 through 4 and Lots 22 through 25, Block 11, Dreamwold. The general location being south of Sarita Street and west of Grenada Avenue. Planning and Zoning Commission April 4, 1974 Page 3 ---------------------------------------------------------------- - - - - -- The Chairman asked if anyone present wished to speak in favor of, or in opposition to this change in zoning, and no one appeared. After consideration, Mr. Davis made a motion to recommend to the City Commission the rezoning of Lots 1 through 4 and Lots 22 through 25, Block 11, Dreamwold, from SR -lAA to SR -1. The motion was seconded by Mr. Sloan and was carried.. A public hearing was next held to consider a request to rezone from SR -IAA, Single- Family Residential District, to GC -2, General Commercial District, recently annexed property being part of Lot 9 described as begin NE corner Run SWly on R/W 50 feet NWly 71.09 feet Wly 68.02 feet Nly 50 feet Ely 77 feet SEly 89.4 feet to beg (Less Road) Block 15, Dreamwold; and being more generally described as located north of the intersection of Hiawatha Avenue and US 17 -92. The Chairman asked if anyone present wished to speak in favor of, or in opposition to, this change in zoning, and no one appeared. After consideration that the above described part of Lot 9, Block 15, Dreamwold, is contiguous to GC -2, a motion was made by Mr. Davis to recommend to the City Commission its rezoning from SR -lAA, Single - Family Residential District, to that of GC -2, General Commercial District. The motion was seconded by Mr. Sloan and was carried.. A revised preliminary plat of a section of Hiddan Lake PUD for a mobile home subdivision located north of Airport Boulevard was next presented by Mr. Bill Johnson. At the recommendation of the City Engineer, the developer was notified that the integrity of the outfall for Reservoir Lake must be maintained. After review, on the recommendation of the City Planner and the City Engineer, a motion was made by Mr. Sloan to approve the revised preliminary plat of a section of Hidden Lake PUD and to forward it to the City Commission for their review. The motion was seconded'by Mr. Gischler and was carried. Mr. T. R. Smith, representing LeRoy Robb Construction Company and the Central Baptist Church, next presented a site plan for a commercial building to be located at the southwest corner of 13th Street and Park Avenue. Mr. Smith explained that the church proposes to construct a metal building to be used for a garage -type storage of charity donations, and. as a crisis center to operate from in time of emergencies, and possibly to use on weekends for teenage "rap" sessions. After discussion, the consensus was that the barn-like appearance of the building as proposed would not be appropriate at the location and would be unfair to the people in the area. Planning and Zoning Commission April 4, 1974 Page 4 ------------------------------------------------------------------ - - - - -- Mr. R. D. Grieme, 1200 West 20th Street, representing the Central Baptist Church, told the board they planned landscaping, and that people in the area had been contacted and shown how the building would look, and they had not objected. After a discussion of ways in which to enhance the appearance of metal buildings, Mr. Davis made a motion to table review of the site plan until a plan could be presented for a building which would be more compatible with the church building. The motion to table was seconded by Mr. Franklin and was carried. Mr. Green indicated that they could probably present another site plan at the next meeting. The site plan for the Salvation Army headquarters located between Maple and Holly Avenue and 22nd and 24th Street, was next presented by Mr. James Riser. After review, a motion was made by Mr. Sloan to approve the Salva- tion Army site plan with the stipulation that the unpaved streets bordering the site be paved and drainage provided to meet with city approval. The motion was seconded. by Mr. Karns and was carried. Two different site plans, submitted by Miss Amy Anderson, for an office building at 214 South Oak Avenue, were next reviewed.. After review, a motion was made by Mr. Karns to approve the site plan dated. March 29, 1974, with the stipulation that the old metal building on the site be torn down. The motion was seconded. by Mr. Gischler and was carried. After discussion, on the motion of Mr. Karns, seconded. by Mr. Sloan and carried, approval of the undated site plan for an office building at 214 South Oak Avenue was denied, on the basis that regu- lations require a 24 -foot isle for two -way traffic. Consideration was next given to the preliminary site plan for Applewood Arms at the location between Country Club Road and 25th Street and east of Airport Boulevard, as presented by Mr. R. A. Guedes, architect. The plan was for an apartment complex of 11 buildings consisting of 175 rental units. After review, City Engineer, Mr. plan for Applewood deceleration lanes be provided on the seconded by Mr. S1 on the recommendation of the City Planner and the Blacksheare moved to approve the preliminary site Arms with the stipulation that acceleration and be provided on 25th Street, and a fence as a buffer east property line of the complex. The motion was oan and was carried. Planning and Zoning Commission April 4, 1974 Page 5 ------------------------------------------------------------------ - - - - -- A preliminary site plan for Sansitus Development at the location east of Highway 17 -92 and north of the Sanford. Plaza was next presented by Mr. John Mero of Stenstrom Realty. The plan is for the development of approximately 30 acres for a multi- family, office and retail area center. Mr. Mero said his clients, Mr. Robert Patrick and Mr. Robert Hall of Ocala, propose a 51 -unit multi- family complex on approximately three acres in the first development. After review and consideration, a motion was made by Mr. Davis to approve the preliminary site development plan for Sansitus Development and the preliminary plan for the development of the 51 -unit multi- family complex on three acres. The motion was seconded by Mr. Sloan and was carried. Mr. Kondracki, owner and operator of Kond.racki Foreign Car Center at 2711 Orlando Drive, next requested approval for repair of automo- biles as a conditional use permitted in GC -2, General Commercial District. He told the board he was in the process of building a light- proof fence on three sides of the building. After consideration, a motion was made by Mr. Franklin to grant a temporary conditional use for the repair of automobiles at 2711 Orlando Drive, to be reviewed. in one month, and with the stipulation that no car may be parked, on the front for over 24 hours. The motion was seconded by Mr. Sloan and was carried.. Mr. George Smith next appeared before the board to inquire about the possibility of establishing a.weld.ing and fabrication business at a former garage located at 1121 Sanford, Avenue, in GC -2 District. After Discussion, Mr. Smith was advised to find a location in an industrial zone for such an operation. At the request of the Building Official, the term "ground. Sign" as it pertains to the Sign Ordinance was defined as follows: A Ground Sign is a permanently affixed sign, part of which is buried in the ground, or attached to a foundation with subsurface support. A public hearing was set for April 18, 1974, to consider amending Zoning Ordinance, Article VI, Section 6, Restrictions on Parking of Certain Vehicles. A public hearing was set for April 18, 1974, to consider amending the Zoning Ordinance to include primary and secondary schools in all zoning districts. Planning and Zoning Commission April 4, 1974 Page 6 Consideration was next given to nominations to fill the vacancies on the Commission, and the following names were submitted to the City Commission for their consideration: David N. Berrien, Kirby Moncrief, Larry Blair, and Dale Coppock. On the motion of Mr. Davis, seconded by Mr. Blacksheare and carried, the minutes of the meeting of March 21, 1974, were approved.
