Risner, Building & Zoning Official Bill Braceland, Building Inspector Gerald Fake, City Planner The meeting was called to order by the Chairman. A Public Hearing was Block 7, Tier 10.and 11, E. R. Trafford's Residential Dwelling District. Generally fronting on Maple an held to consider a reques Lots 1, 2, 3, 4, 6, 7 and Map of Sanford from MR -_2, District to that of RI -1, located between Fifth and 3 Holly Avenues. (Gregory t to rezone all of 8 of Block 7, Tier Multiple - Family Restricted Industrial Sixth Streets and Lumber Company) The Chairman announced that he would hear from anyone in favor of, or against, the rezoning request. Mr. Fenze Franklin, 918 West Sixth Street, appeared stating he was not opposed to the zoning change. No one appeared in opposition to the request. Motion made and seconded to recommend to the City Commission that said property be rezoned as requested. Motion carried by unani- mous vote. The next item considered was holding a Public Hearing to consider a request to rezone a parcel of land beginning at the north line of First Street and Poplar Avenue, thence east 150', north 638', west 150', south to beginning, from RMOI, Multiple- Family Resi- dential, Office and Institutional District, to RI -1, Restricted Industrial District. (Sanford Manufacturing Co. building) Planning and Zoning Commission May 17, 1973 Page 2 ------------------------------------------------------------------ - - - - -- The Chairman announced he would hear from anyone in favor, or against, the rezoning request. Mr. Kenneth W. McIntosh, Attorney, appeared in behalf of the appli- cant stating the front two- thirds of the building would be utilized by Futronics Industries, Inc., manufacturers and designers of elec- tronic and electro- mechanical products. They would employ approxi- mately 60 women on an assembly line - operation, from 7:00 A.M. to 3:30 P.M., Monday through Friday. Mr. Boyette, owner, presented samples of products to be produced.::.'..Paving will be provided on the side and rear of the building to meet off- street parking re- quirements. The rear one -third of the buildingwould be occupied by the Kokomo Tool Industry-Company, owned by Raymond and William Jackson, a family business that has been in operation for over thirty years. Seven to twelve employees, considered a light in- dustry. No outdoor storage or warehousing. Paved parking will be provided. No one appeared in opposition to the requested zoning change. Motion made and seconded to recommend to the City Commission that said property be rezoned from RMOF, Multiple- Family Residential, Office and InstitutiDnai District, to RI -1, Restricted Industrial District. Motion carried by unanimous vote. The next item of business considered was a request for site plan and conditional gas pump use at the proposed Cumberland Farms re- tail business located on the northeast corner of Park Avenue and Third Street. Mr. Bill Sealy appeared on behalf of the owners. Motion made and seconded to approve site plan and conditional gas dispensing pump. Unanimously approved. The Ridgewood Arms Apartment complex site plan consisting of 60 units was presented by Mr. T. D. Martis. Action was tabled until the next meeting pending drainage plan and approval by the City Engineer. A site plan, presented by Everett Harper, to convert a partially completed single family dwelling located at the. northeast corner of East 25th Street and Bay Avenue to an office use, was unani- mously approved. A site plan for a six duplex building as a conditional use and located in the 2400 block of Lake Avenue was approved. A recommendation for rezoning was approved for forwarding to the City Commission as follows: Rezone from SR -lAA, Single - Family Residential District, to MR -2, Multiple- Family Residential Dwelling District, property located south of Airport Boulevard, west of Highway 17 -92. (Heidrick- McDonald property recently annexed to the City) A site plan was approved with recommendations Rider western wear business in the 2800 block Avenue. (Harrell and LaBree) Approval of the Phase I site plan for Rolling PUD, Planned Unit Development was denied and ; revised plan incorporating recommendation and original PUD Plan. for the Horse and of South Sanford Hills (Americana) i request made for compliance with A site plan for addition to a commercial building located at the northwest corner of French Avenue and 11th Street was approved. (William Gracey) The date of June 7, 1973, was set for holding a Public Hearing to recommend zoning classification for the A.F.G. Industrial Tracks A. B and C. located west of Airport Boulevard and south of Seaboard Coast Line Railroad. (about 15 acres) A recommendation to the City CommissLon to amend the Zoning Ord- inance to provide for an Agricultural Zone classification was approved as follows: AD- Agricultural District - Within the AD- Agricultural District as shown on the Official Zoning Map of the City of Sanford, the following regulation shall apply: A. Conditional uses Permitted 1. Agricultural, Horticultural and forestry uses, in- cluding the keeping and raising of horses and cattle provided structures for raising same shall not be located within 300 feet of any property line. 2. Permanent or temporary housing for farm labor working on the property. 3. Dude ranch, riding academy, or boarding stable, private camps, country club, and golf course. Roadside stands for the sale of products grown on the premises only. 5. Farm implement storage. 6. Agricultural and horticultural processing plants for materials produced on the property only. B. Density Controls The following yard, density and heights of buildings requirements shall be observed except as pro- vided in Article VIII. 1. Minimum required lot area:. 5 acres 2. Minimum required lot width: 200 feet 3. Minimum required front yard: 100 feet 4. Minimum required rear yard: 100 feet 5. Minimum required side yard: 50 feet 6. Minimum required living area: 900 sq. ft. 7. Maximum required lot coverage: None 8. Maximum required structure heights: 50 feet C. _Off-Street Parking Required off- street parking spaces shall be provided as set forth in Article VI hereof. The date of June 7, 1973, was set for holding a Public Hearing to consider amending the Zoning Ordinance section pertaining to the 300 feet parking requirements in SC -3 Zones, Chapter 5, Article 10.
