Knowles, City Manager Gordon Meyer, City Commissioner Prior to the start of the regular business there was a review and discussion of the Long Range Land Use Map for areas south and west of the City, as prepared by the City Planner, to be used as a guide for planning and zoning. The Seminole County Zoning Director was present to discuss the County's long range plan for the area. After review, on motion of Mr. Sloan, second of Mr. Berrien and carried, the City Planner's concept of Long Range Development Plan was accepted. The Chairman called the regular meeting to order at 8:00 P. M. The first item of business was a review of a preliminary site plan for Lake Ada Apartments at the IDeation of the southwest corner of Airport Boulevard and Highway 17 -92. Mr. Bob Burke of Orlando pre- sented a plan for the development of 102 units of town houses with a density of 9.15 units per acre, and asked for approval of its basic concept prior to preparation of engineering and drainage plans. After discussion, on the motion of Mr. Franklin, seconded by Mr. Gischler and carried, the preliminary site plan for Lake Ada Apart- ment project was approved. The preliminary site plan for the Salvation Army building at the location between Maple and Holly Avenues and 22nd and 24th Streets was presented by Mr. James Riser. After review, on mot &on of Mr. Blacksheare, seconded by Mr. Berrien and carried, the preliminary site plan was approved. Planning and zoning Commission July 19, 1973 Page 2 Consideration of density and land use plan for the area south of 20th Street and west of Highway 17 -92 was next discussed. The consensus of the board was to propose a density of 0--$ units per acre with an industrial strip along the east side of Interstate -4. The City Planner was asked to refine the long range use map to indicate speci- fic areas for zoning, to be reviewed further at the next meeting. After consideration of a proposal by the City Commission to consider an intermediate zoning classification for multi - residential use with limited density or possibly up to eight dwellings per acre, Mr. Berrien made the motion that the City Planner prepare an amendment to the zoning ordinance to provide for an MR -1L, Multi- Family Residential Dwelling District, Limited. The motion was seconded by Mr. Sloan and carried. On motion of Mr. Blacksheare, seconded by Mr. Sloan and carried, the minutes of the meeting of July 5, 1973, were approved. Mr. Ed Reddington next presented the site plan for Carriage Cove Mobile Home Park for review. The City Engineer reported that the engineering plans for this development were in order. After discussion, on motion of Mr. Gischler, seconded by Mr. Franklin and carried, the site plan was approved with the stipulation that sidewalks be provided and that no certificates of occupancy will be issued until a 50 -foot right -of- way for Lake Mary Boulevard extension is deeded to the City. The Shenandoah Village development was next considered. After discus- sion, it was determined that this project must meet the density re- quirements for zoning of the area and conform to site plan design standards. Roadways and utilities, being private enterprises, cannot be required to meet City standards with the exception of the require- ment to provide water for fire protection. Consideration was next given to a request to review the requirements for the minimum living area for a single family residence. After discussion, it was the decision of the board not to recommend a change and that the Board of Adjustment may grant a variance on individual basis when requested. There was a discussion next on the possibility of designating a zoning classification for trailer lots for property where utilities are available and trailers could be set permanently. The City Planner was asked to make a study for zoning for trailer lots and also to review areas that could be designated as mobile home subdivisions. Mr. Gary Martin of Orlando next appeared before the board to request a recommendation for rezoning to MR -1, Multiple - Family Residential Dwelling District, for approximately 20 acres recently annexed Planning and Zoning Commission July 19, 1973 Page 3 -------------------------------------------------------------------- - - - - -- property on Country Club Drive immediately south of the Mayfair Country Club. Consideration of a recommendation for rezoning of this area had been postponed pending a study on the water recharge area for the City and preparation of a long range land use plan fox all the area west of the City to Interstalte -4. After discussion, it was decided to hold a public hearing at a special meeting on July 26, 1973, to consider the above request for rezoning. After consideration, the Building Official was directed to set a Public Hearing to consider rezoning of all the areas on the zoning map that are improperly zoned, either due to map errors, or to being newly annexed.
