04.06.72ZONING AND PLANNING COMMISSION Minutes 8:00 P.M. City Commission Room, City Hall Sanford, Florida April 6, 1972 Members Present: Arthur Harris Robert Karns C. B. Risner, Building Official Mack LaZenby, City Engineer Prior to the regular meeting of the Zoning and Planning Commission a joint meeting was held at the Chamber of Commerce Building with the Downtown Merchants and the Zoning and Planning Commission. This meeting was held to discuss ideas for iimproving the downtown area. Mr. Gerald Dake, City Planner presented a program, including the showing of slides of the present downtown area. He reminded the merchants that progress was upon them and they would need to make changes immediately. Chairman Harris called the regular meeting into executive session at the City Hall at 8:00 P.M. Zoning and Planning Commission April 6, 1972 Page 2 The first item of business was the presentation of the pre- liminary plat of Twenty Five West Subdivision for Mr. Brailey Odham. After discussion and on motion of Mr. Karns it was moved that a recommendation be made to the City Commission to approve the concept of the preliminary plat pending upon changing the entrance to the north west corner of the property due to the traffic hazard on 25th Street. Seconded by Mr. Franklin and carried. Mr. R. Sheldon next submitted a presentation and an artist sketch concerning renovation and expansion of the Rose Court Apartment complex at 2015 S. Sanford Avenue. After discussion Chairman Harris advised the architect representing Mr. Sheldon that a formal application for rezoning would be needed before a decision could be made. It was pointed out that the apart- ment complex is now anon- conforming use. Rezoning of the newly annexed areas was next taken into con- sideration with the following recommendations made to the City Commission: 1. East 165' of Lots 6 & 7, Evans Subdivision ( 28th Street and Magnolia Avenue) Mr. Karns moved that this property be recommended.to the City Commission as an R -1, Single Family Dwelling District, seconded by Mr. Berrien and duly carried. 2. M. M. Smith's Subdivision - Blocks 53,54,55,62 & 63 (Dewitt Lane and Grapeville Ave.) Mr. Berrien moved that this property be recommended as an R -3, Multiple Family Zoned District, seconded by Mr. Logan and duly carried. 3. That part of the NW4 of Section 2, Township 20 South, Range 30 East, lying East of Onora - Grapeville Avenue and North and West of Lake Mary Road, less the North 666.60 feet; also less: Beginning from the Southwest Corner of Said NW4 run North along the West line of said NWh, a distance of 989.78 thence run East 103.20 feet to the Easterly R/W line of Onora - Grapeville Avenue, and a point of beginning; thence run S 79 degrees 07' 59" E., 423.79 Z & P Commission Minutes April 6, 1972 to the Northerly R/W line of Lake Mary Road, thence run S 42 degrees 58' 33" W., along said Northerly R/W line, 400 feet to the intersection of the East R/W line of Onora - Grapeville Avenue; thence run Northwesterly along • curve concave Easterly, having a radius of 1869.86 feet • central angle of 12 degree 15' 24 ", an arc distance of 400 feet, a chord bearing on N. 33 degree 19' 27" W., to the Point of Beginning. Subject to Easement for Southern Bell Telephone and Telegraph Company, - Mr. Logan moved that a recommendation be made to the City Commission to zone this property - R -lA, seconded by Mr. Karns and duly carried. 4 . The East 10.29 chains of the West 16.79 chains of the South 12.5 chains of Section 35, Township 10 South, Range 30 East, Seminole County, Florida, excepting therefrom; the North 210 feet of the East 210 feet thereof; the North 193 feet of the West 155 feet thereof, less R/W for West 25th Street Extension. - Mr. David moved that a recommendation be made to the City Commission that this property be zoned R -3, Multiple Family Zoned District, seconded by Mr. Coppock and carried. 5. Lots 12 through 20 & S� of 21, Block 25, Lots 1 through 14 Block 26 and Lots 9 and 10, Block 23, Dreamwold. Mr. Logan moved to recommend that this property be zoned R -IA, seconded by Mr. Karns and duly carried. The Building Official brought before the Commission a request from McRoberts Tire Shop, Mr. John Dickey�to rezone the property located at 405 W. 1st. Street. Mr. Harris informed the Building Official after discussion with the group that a formal application should be submitted by Mr. Dicky and at that time a public hearing would be set and same advertised. A verbal request to convert a single family dwelling located at 107 East 7th Street into a duplex was relayed to the members by the Building Official and after discussion regarding the lot size ( East 52' of Lots 6 & 7, Block 9, Tier 3, less S 8' of Lot 7 E. R. Traffords Map of Sanford) it was the concensus of the group to authorize the Building Official to deny this request. Zoning and Planning Commission April 6, 1972 Page 4 Consideration was next given to the traffic problem on 25th Street and on Sanford Avenue from 26th Street to Onora Road. After discussion and on motion of Mr. Logan, second by Mr. Berrien and carried it was recommended that a letter be sent to the County Commission asking them to change the zoning on Sanford Avenue from 26th Street south to Onora Road and on 25th Street to prohibit commercial development thus decreasing the traffic problems in these two areas.
