Franklin Edward Blacksheare David Berrien - ( arrived at 8:30 P.M.) Others Present: W. E. Knowles, City Manager L. J. Risner, Building Official Gerald Dake, City Planner Mack LaZenby, City Engineer Chairman Harris called the meeting to order. The first item of business was the consideration of the town houses for Mr. Brailey Odham for the Sanora Subdivision, Unit 1 and 2. After discussion and review of the artist sketch of the town houses and on motion of Mr. Franklin, second by Mr. Coppock and carried it was moved that a recommendation be made to the City Commission that approval be given to the town house section of Sanora, Unit One and Two as submitted by Mr. Odham. Mr. Dick Davis, EDG Planning, presented the preliminary plat of Hidden Lake Estates, Unit One. He pointed out the fact that Unit One will be used for single family residences and will be under construction first. After consideration and on motion of Mr. Davis, second by Mr. Blacksheare and carried it was moved that a recommendation be made to the City Commission to approve the preliminary plat of Hidden Lake Estates, Unit One. Consideration was next given to the property lying North of Lake Mary Boulevard and South of Seaboard Coastline RAilroad r/w for zoning. A request was submitted from the property owners,(Jackman- Nicholson) to zone the 29 acres fronting on Lake Mary Boulevard to an R -3, Multiple Family Zoning, and the remaining portion of the property to an R -IA, Single Family District. Z & P Meeting May 4, 1972 Page 2 After discussion and on motion of Mr. Berrien, second by Mr. Franklin and duly carried it was moved that that property lying North of Lake Mary Boulevard and South of Seaboard Coastline Railroad r/w be rezoned from R -1AA, Single Family Dwelling District to R -1A, Single Family Dwelling District. Said property being more particularlk described as follows: The West 1 1 South of the Sanford Grant Line and East of railway (less West � of the SWk of the SWk) and West 3 of South � of Government Lot 2, all in Section 10, Township 20 South, Range 30 East; the North h of Government Lot 2 (less the East 660 feet and the West 665.2 feet); from the inter- section of the East line of the West 565.2 feet of Government Lot 2 with the Sanford Grant Line as a point of beginning run thence South 65 degrees East along said Grant Line 353.4 feet more or less to the existing City Limits of the City of Sanford, thence run North 90 feet, thence run North 65 degrees West paralleling said Grant Line 353.4 feet more or less to a point 90 feet North of the Point of Beginning, thence run South to point of beginning, all in Section 10, Township 20 South, Range 30 East. ( Less approximately 29 acres bordering on Lake Mary Boulevard). Next on the agenda was the review of a memo from the City Manager to the Building Official regarding the numerous complaints about Jim Lash Chrysler Plymouth, located at 2615 Orlando Drive. The memo cited the Jim Lash operations as being in violation of city laws in several respects. The Zoning Ordinance, Article XVII, Section 4, Design Standards, requiring the lot to be suitably graded and surfaced as approved by the City Engineer, and further that the public parkway is being used for the storage and display of auto- mobiles on the west side of French Avenue. It was pointed out that at a previous meeting with Mr. Roy Britt on December 18, 1969 a determination was made that it would be necessary for him to return to the Zoning and Planning Commission with completed plans for review for his operation at this location and at that time it would be decided whether or not his plans were in compliance with those regulations as set forth in the Zoning and Planning minutes of February 13, 1969. Mr. Richard Elam, 2635 S. French Ave and Mrs. George Sires, 2631 French Avenue appeared to complain of the traffic hazards and the appearance of the property. After discussion the board authorized the Building Official to write a letter to the Jim Lash operation and inform them Z & P Meeting May 4, 1972 .rage 3 of the need to appear at the next meeting of the Zoning and Planning Commission with completed plans for review. Consideration was next given to the property lying south of 25th Street and between Lake Mary Road and Airport Boulevard. Mr. Tom McDonald appeared to request that this property be zoned from R -lAA to that of C -1, General Commercial Zoned district. After discussion regarding the over all plan for the City of Sanford and mn motion of Mr. Blacksheare, second by Mr. Berrien and duly carried it was moved that a recommendation be made to the City Commission that the following property be zoned R -3, Multiple Family Dwelling District: Begin 80 feet South & 40 feet South 89 degrees 52' 20" East of Northwest corner Section 2- 20 -30, x un South 586.60 feet, South 89 degrees 52' 20 ", East 623.97 feet, North 00 degrees 10' 37 ", West 606.30 feet, South 86 degrees 26' 53 ", West 309.38 feet, North 89 degrees 52' 20 ", West 312.92 feet to Point of Beginning. It was pojnt d ou that this recommendation was in compliance with the / ,ipprroveN'gverall plan for the City of Sanford. Consideration was given to that property abutting Airport Boulevard and lying West of Lake Mary Road for Mr. Tom McDonald. He requested that this property be rezoned from an R -}.AA, Single Family Dwelling District to that of a C -1, Neighborhood Com- mercial District. Said property being more particularly described as follows: Beginning from the Southwest Corner of NWk of Section 2- 20 -30, run North along the West line of said NW4, a distance of 989.78 feet; thence run East 103.20 feet to the Easterly r/w line of Onora -Grapeville Avenue, and a Point of Beginning; thence run South 79 degrees 07' 59" East 423.79 feet to the Northerly r/w line of Lake Mary Road, thence run South 42 degrees 58' 33" West, along said Northerly r/w line, 400 feet to the intersection of the East r/w line of Onora- Grapeville Avenue; thence run Northwesterly along a curve concave Easterly, having a radius of 1869.86 feet, a central angle of 12 degrees 15' 24 ", an arc distance of 400 feet, a chord bearing of North 33 degrees 19' 27" West, to the Point of Beginning. Plus: The West � of the NW'k of Section 2 -20 -30 lying North of Lake Mary Road and West of Onora- Grapeville Ave. Z & P Meeting May 4, 1972 Page 4 After discussion and on motion of Mr. Coppock, second by Mr. Blacksheare and duly carried it was moved that a recommendation be made to the City Commission to rezone this property from R -IAA, Single Family Dwelling District to that of a C -1, Neighborhood Commercial District. A request to rezone that property lying south of 25th Street and between Lake Mary Road and Airport Boulevard from an R -IAA Single Family Dwelling District to an R -3, Multiple Family Dwelling District was submitted, by Mr. Brailey Odham. On motion of Mr. Davis, second by Mr. Coppock and duly carried it was moved that a recommendation be sent to the City Commission to rezone this property being more particularly described as follows: From the Northwest Corner of Section 2, Township 20 South, Range 30 East, Seminole County, Florida; run South along the West line of the NWk of said Section 2, a distance of 666.60 feet, thence run South 89 degrees 52' 20" East parallel with the North line of said NW'h a distance of 663.97 feet for a Point of Beginning; thence continue South 89 degrees 52' 20" East. 300 feet to a point 4.96 chains ( 327.36 feet) West of Lake Mary Road thence run North 0 degrees 10' 37" West parallel with Lake Mary Road 625.41 feet to the South r/w line of West 25th Street Extension, thence run South 86 degrees 28' 53" West, 300.51 feet along said South r/w line, thence run South 0 degrees 10' 37" East, 606.30 feet to the Point of Beginning from that of an R -IAA, Single Family to an R "3, Multiple Family Dwelling District. Mr. Phil Zeuli appeared to request the rezoning of that property lying south of 25th Street and West of Georgia Avenue from an R -lAA, Single Family Dwelling District to an R -3, Multiple Family. Said property being more particularly described as follows; Begin 29 chains South of the Northeast Corner of Section 2, Township 20 South, Rp.nge 30 East, run West 21.3 chains, North 10.54 chains, East 9.5 chains, South 1.92 chains, East 11.8 chains, South 8.62 chains to beginning. After discussion and on motion of Mr. Davis, second by Mr. Blacksheare and carried it was moved that a recommendation be made to the City Commission to rezone this property from an R -IAA, Single Family Dwelling District to an R -3, Multiple Family District Z & P Meeting May 4, 1972 Page 5 with the provision that no more than 12 units per acre would be erected. A request for rezoning that property lying West of Orlando Drive (Highway 17 -92) and North of Airport Boulevard from an R -lAA, Single Family Dwelling District to a C -1, Neighborhood Com- mercial District was submitted. Said property being more particularly described as follows: Lot 1 through 5 and 11 through 17 and vacant street adjacent of West (less part in Section 1- 20 -30) Block 19 and Lots 25, 26, 35 and 36, Block 7, Druid Park, Plat Book 6, Page 35, and Lots 47 through 68 and A of vacant street adjacent of South to Lot 68 Druid Park Amended Plat, Plat Book 7, Page 5. And: Beginning 236.2 feet West of NE corner Section 11 -20 -30 run. South 62 degrees 39 West 284.5 feet, South 17 degrees 10', East 570.3 feet, south 433 feet, SWLY parallel to Road 35 feet, South 65 degrees 26', East 45 feet, South 24 degrees 34', West 75 feet, North 65 degrees 26', West 45 feet, South 68 degrees 19' 03 ", West 108.45 feet, South 24 degrees 34', West 246.66 feet, North 64 degrees 30', West to Lake, NLY and WLY along Lake to North line of Section 11, East to beginning (Less Road R /W). On motion of Mr. Davis, second by Mr. Franklin and carried it was moved that a recommendation be made to the City Com- mission to rezone said property from an R -IAA, Single Family Dwelling District to a C -1, General Commercial Zone. Consideration was next given to the request for rezoning that property lying East of Orlando Drive and South of Airport Boulevard from an R -IAA, Single Family Dwelling District to that of a C -1, General Commercial zone. Said property being more particulary described as Beginning at the Southeast corner of the NE4 of the SE4 of Section 11, Township 20 South, Range 30 East, run thence North 154.82 feet, thence run North 72 degrees 43' West to the Easterly right of way line of State Road No. 15 & 600, thence run Southwesterly along said right of way line to a point West of Beginning, thence run East to beginning. After discussion and on motion of Mr. Berrien, second by Mr. Coppock and carried, it was moved that a recommendation be made to the City Commission to rezone said property from an R -1AA, Single Family Zoned District to that of a C -1, General Commercial zone. Z & P Meeting May 4, 1972 Page 6 The City Planner presented members with a copy of suggested regulations to govern open space requirements in subdivision and PUD developments.
